About this opportunity
The Defense Logistics Agency Aviation is procuring non-commercial engineering services to support the F-22 Landing Gear program through a sole-source contract awarded to Goodrich Corporation (CAGE: 6K4C8). The solicitation requires two primary deliverables: (1) Cataloging and Provisioning Data in the form of Logistics Product Data (LPD) and Engineering Data for Provisioning (EDFP) for three landing gear assemblies (Nose and Main Landing Gear systems with part numbers 5HL11001-101/107, 5HL11100-102/112, and 5HL11100-101/111), and (2) a comprehensive Depot Gap Analysis to support establishment of organic Repair and Overhaul capability at Hill Air Force Base. The contract will be awarded on a firm-fixed-price basis contingent upon the Contracting Officer determining that the final negotiated price is fair and reasonable, which will require the offeror to submit other than certified cost or pricing data for price analysis. Sealed proposals must be received by 3:00 PM local time on July 15, 2026, at DLA Aviation-Ogden, 6051 Gum Lane Building 1225, Hill Air Force Base, UT 84056-5820. The solicitation is conducted under Federal Acquisition Regulation 6.302-1 authority, restricting competition to qualified sources, with Goodrich Corporation identified as the sole intended awardee.
This acquisition contains no small business set-aside designation and is restricted to Goodrich Corporation as the original equipment manufacturer for the F-22 Landing Gear systems. The contract will involve a Provisioning Guidance Conference at Hill Air Force Base no later than 45 calendar days from contract receipt, with all provisioning technical documentation submissions formatted for compatibility with the AFMC Automated Provisioning System (D220). The gap analysis must evaluate 16 major topic areas including repairables, non-repairables, consumables, hazmat/chemicals, support equipment, facility requirements, unique processes, training, technical data, manpower, information technology, production capacity, DEMIL requirements, and supportability outlook. Deliverables include individual Gap Rollup reports for each Collins part number with detailed gap closure recommendations and a consolidated comprehensive Gap Analysis Report. Place of performance is the United States, with the Prime Provisioning Activity located at 406 SCMS/GULAB at Hill Air Force Base, Utah 84056, serving as the government interface for all provisioning matters.
