About this opportunity
The Department of the Air Force, Air Force Sustainment Center, intends to solicit a firm-fixed-price remanufacture of T-38 Accessory Drive Gearboxes, with responses due November 27, 2026. No set-aside is used. Interested sources must hold an active DD Form 2345 (Military Critical Technical Data Agreement) and a valid CAGE code to receive the technical data package and drawings, which are subject to export control restrictions. Before award, sources must complete repair qualification for part numbers 14-51100-503, 14-51100-3, and 3-51100-5, and the attached requirements estimate $5,400 and 365 days for completion. Qualification on PN 14-51100-503 automatically qualifies the source for the other two part numbers. Waiver criteria cover prior government supply history, qualified assembly supplier status, and prior qualification on similar dash numbers, but qualification does not guarantee award, and post-award first article verification may still be required.
The Air Force Sustainment Center posted this sources sought notice under NAICS 336413 with a 1,250-employee size standard. The Government seeks capability statements covering teaming arrangements and relevant experience, and it poses nine questions on out-of-scope defect pricing, supply chain mitigation, Government-Furnished Property management, first article testing, annual remanufacturing capacity, and critical safety item sourcing. For small business primes, at least 50 percent of manufacturing costs, excluding materials, must be performed by the prime. Estimated award is May 2027.
The statement of work was issued by Ogden Air Logistics Complex at Hill AFB, Utah, and delivery is to Hill Air Force Base. The contractor restores gearboxes to serviceable "A" condition through teardown, repair, and testing under Technical Orders 16G1-102-3 and 7J4-2-34-3. The contractor must establish its own supply chain without government-provided parts and furnish special tooling and test stands. The contract covers four CLINs: teardown, test, and evaluation (0001); baseline remanufacture/major overhaul (0002); over and above unplanned repairs (0003); and first article testing, if required (0004). The Government anticipates approximately 20 unserviceable gearbox carcasses as Government-Furnished Property over a one-year performance period, including three Initial Production Evaluation units, plus one A-condition gearbox, three F-condition gearboxes, and one A-condition oil pump for testing.
