About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center intends to issue a Request for Proposal (RFP) for unclassified logistics Repair and Return (R&R) services to support the Royal Saudi Air Force (RSAF) F-15 fleet. The contract will be a new Indefinite Delivery/Indefinite Quantity (IDIQ) with a one-year base period and four one-year option periods, along with a six-month extension option. The procurement will be a full and open competitive acquisition focused on supporting F-15 C/D/S/SA aircraft components. Evaluation criteria will be based on four factors in descending order of importance: Technical Capability, Past Performance, Cost/Price, and Small Business Participation. Technical Capability will be assessed on three subfactors: Management of Repair Sources, Management of Diminishing Manufacturing Sources and Material Shortages, and Management of Turn-Around Time. Interested parties must provide feedback on the draft documents by 5:00 pm EST on March 12, 2025, to brenton.gibson@us.af.mil.

The contract is not set aside for any specific business category and will be country-directed through a Letter of Authorization (LOA) for R&R services. The scope includes supporting approximately 210 aircraft, with requirements for maintaining an average aggregate Turn-Around-Time of 65 days and achieving 98% Management Information System availability. Contractors must possess a Saudi business license and demonstrate capability to manage Mission Impaired Capability Awaiting Parts (MICAP) items with rapid acknowledgment. The contract will include various pricing structures, including cost-plus-fixed-fee, cost-reimbursement-no-fee, and firm-fixed-price line items. While specific award value is not disclosed, the complexity suggests a high-value contract, particularly given the requirement to support multiple F-15 aircraft models and the comprehensive logistics support needed. Work locations will include contractor facilities and RSAF bases in Saudi Arabia, with a focus on maintaining and improving repair capabilities for government-furnished property items.
