About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center has issued a Special Notice for a forthcoming Request for Proposal (RFP) related to F-15 Foreign Military Sales (FMS) Repair Return Services for the Royal Saudi Air Force (RSAF). The opportunity is a Full and Open Competitive acquisition designed to establish a new Indefinite Delivery/Indefinite Quantity (IDIQ) contract for logistics repair and return services. The contract will initially cover one base year with four additional one-year option periods and a six-month extension option. The services will support unclassified parts and aviation items for the RSAF F-15 C/D/S/SA fleet, with contract locations including Riyadh, Dhahran, and Jeddah. The government originally released a pre-award synopsis on February 27, 2025, and is now seeking additional industry feedback.

Contractors interested in participating must submit any additional feedback to brenton.gibson@us.af.mil no later than 5:00pm EST on May 14, 2025. Proposal submission requirements include a 35-page technical volume limit, using 12-point font, with a maximum of three past performance citations. The contract will be 100% Foreign Military Sales, and contractors will be responsible for packaging materials for returned items after repair. Technical performance expectations include a 98% first-attempt pass rate for inspections, and while small business participation is encouraged, there is no requirement to prioritize local Saudi repair sources. The acquisition is open to competitive bidding, with no specific set-aside restrictions, and falls under the NAICS category 541614 for Process, Physical Distribution, and Logistics Consulting Services.
