About this opportunity
The Department of the Air Force Special Operations Command is procuring a Darley Expeditionary Refueling System for Cannon AFB, New Mexico. The system consists of an integrated fuel pump, filter separator, trailer, collapsible fabric tanks, fuel hoses, fire extinguisher, and necessary adapters and hazmat materials, specifically designed to be towed by an Ultralight Tactical Vehicle and transported in CH-53 and MV-22 aircraft. Technical requirements include a pump capable of 250 GPM at varying pressures, two 3,000-gallon fuel bladders, 300 feet of 2-inch flat hoses, 30 feet of 3-inch hard suction hose, and a fuel separator with flow meters. The evaluation criteria include technical acceptability, Supplier Performance Risk System rating, and lowest price. Following two amendments extending the timeline, questions are now due July 2, 2025 at 4:00 PM MDT, answers will be posted July 8, 2025 at 4:00 PM MDT, and quotes are due July 10, 2025 at 4:00 PM MDT.
This solicitation is designated as a 100% small business set-aside under NAICS code 333914 with a size standard of 750 employees. The procurement specifically targets W.S. Darley brand equipment, justified through a single source determination due to joint interoperability with existing US Marine Corps and Army systems and minimal training requirements. The estimated contract value is $128,217.00 for one complete Expeditionary Tank and Ground Refueling System. The government's brand name justification noted that alternative systems from competitors like GTA Containers would require approximately $96,000 in additional training expenses, making the Darley system the most cost-effective option. Performance will occur at Cannon AFB in Clovis, New Mexico, with the system designed to support expeditionary operations requiring rapid deployment and mobility.
