About this file
This document is a Single Source Justification (Simplified Acquisition) for an Expeditionary Refueling System (ERS) by the 27th Special Operations Support Squadron (27 SOCONS). The solicitation seeks one W.S. Darley brand ERS, an integrated system consisting of a fuel pump, filter separator, trailer, collapsible fabric tanks, fuel hoses, fire extinguisher, adapters, and hazmat materials, capable of being towed by an Ultralight Tactical Vehicle and transported in CH-53 and MV-22 aircraft. The estimated contract cost is $128,217.00.
The justification emphasizes sole-sourcing to Darley due to joint interoperability, existing use by US Marine Corps and Army, and minimal training costs. Market research indicated no viable alternative, with competing ERS from GTA Containers requiring approximately $96,000 in additional training expenses. The document notes potential for a 100% Small Business Set-Aside and highlights that the Darley ERS was previously awarded on a Best Value basis. The contracting officer determined, per FAR 13.106-1(b)(1), that only a single source is reasonably available, with the document signed by Capt. Michael Boyd on 05-Jun-2025.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 27 SOCONS/PKA
Project/Program Name: Expeditionary Refueling System
Purchase Request / Local ID Number: F1L1H85060AA06
Estimated Contract Cost (including Options): $128,217.00
Section B: Description of the Supplies/Services Required
The 27 SOSS (Customer) requires 1EA Expeditionary Refueling System (ERS). The ERS is an integrated system consisting of: a fuel pump, filter separator, trailer, collapsible fabric tanks (CFT), fuel hoses, fuel hose components, fire extinguisher and all necessary adapters, and hazmat materials. The system is capable of being towed by its prime mover, the Ultralight Tactical Vehicle (ULTV), in and out of a CH-53, and an MV-22. The system is tailored and employed as a fully integrated system and when required, the pump, filter separator, hoses, and components are capable of being operated independently of the platform system.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Customer requests a brand-name restriction for the subject requirement. The brand name requested is the W.S. Darley (Darley) ERS. The Customer requests the Darley item due to both financial considerations and joint interoperability. The Customer estimates roughly 40 hours of training required per person on any version of the ERS, based on training required for the Darley ERS. The Darley ERS is already in use by the US Marine Corps and US Army. The Customer currently sends personnel to train on the Darley ERSs in use with the USMC. Cost of this training to the Customer involves only travel and accommodations, with actual training provided at no cost by USMC and Darley personnel. The Customer is unaware of any other brand name ERSs in use by the DoD. Market Research conducted by the 27 SOCONS indicates the same. Market Research based on the USMC Contract M6785422D5000 for the Darley ERS, as well as a Sources Sought issued by 27 SOCONS on 26 March, indicates that the only other likely alternative is the ERS from GTA Containers. GTA informed the Customer that training for their ERS would cost roughly $8,000 per individual ($1600/day * 5 days) before any additional expenses for travel and accommodations. The Customer requires approximately 120 personnel to be trained on the ERS. As a result, the Government can likely expect to pay a premium of at least $96,000.00 for an ERS if the Darley ERS is not procured - nearly doubling the anticipated price of $128,000. This cost also does not consider training that Army and Marines components would require on an alternative system of any kind in order to ensure Joint interoperability, a key factor in the USSOCOM world. While the Price Negotiation Memorandum for M6785422D5000 indicates a roughly 10-15% premium for the Darley ERS as opposed to the GTA Containers ERS, the significant additional training costs for an alternate ERS far outweigh these savings. The award of M6785422D5000 for the Darley ERS was also made on a Best Value basis, with Technical and other Non-Price ratings being significantly more important than Price. In conclusion, the cost advantages of a brand name specification for the Darley ERS are clear and of substantial benefit to the Government.
Section D: Efforts to Obtain Competition
Market research, including a sources sought notice, has determined that no other viable option currently exists that provides the comprehensive advantages outlined in Section C of this justification. Responses of the sources sought were forwarded to the end-user and industry offerings did not meeting mission requirement needs.
Furthermore- Darley has provided a statement providing authorized re-sellers. Market research on those vendors indicates potential for a 100% Small Business Set-Aside as further detailed in the Market Research Report and DD2579.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
Agency will continue to coordinate with other DoD agencies and industry in order to identify future opportunities for competition. Staying engaged with industry will provide awareness where vendors will likely compete.
