About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks to procure an Expeditionary Fluid Analysis System to modernize oil analysis capabilities for all aircraft operated by the USAF. The EFAS must be a portable test instrument capable of conducting real-time analysis of engine oil, lubricating fluids, hydraulic fluids, and limited magnetic chip detector debris. It must detect larger wear metal particles indicative of serious engine failures while operating from both AC and battery power. The proposed acquisition is a small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with an estimated value over five years for supplies and support. Spectro Scientific, Inc. is being considered for a sole-source award as the incumbent under FAR 6.302-5. The EFAS units must be able to analyze samples from all aircraft operated by the USAF to be delivered to and serviced from the Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base. The Expeditionary Fluid Analysis System (EFAS) is a type of Non-Destructive Testing (NDT) equipment used to modernize oil analysis. The EFAS will be a rugged and portable test instrument operable from both 120/240 VAC and battery power. The EFAS will be capable of conducting real time at-platform testing of engine oil and lubricating fluids from all aircraft operated by the USAF. The EFAS will detect larger wear metal particles that are typical of serious engine mechanical system failure modes. The EFAS shall also have the capability to analyze hydraulic fluids and have limited magnetic chip detector (MCD) debris analysis capability. The detailed EFAS description can be found in the attached Purchase Description (PD).

The proposed contract action is for supplies and support which the Government intends to negotiate with only one source, Spectro Scientific, Inc. (CAGE Code:  1BL81) under authority of FAR 6.302-5, as this is a Small Business Innovation Research (SBIR) Phase III effort.  However, Interested Parties or Persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes.
