About this opportunity
The Defense Logistics Agency Troop Support's Contracting Services Office seeks renewal of ten advanced-level licenses to the Expana Internet Pricing and Forecasting Database, with quotations due September 21, 2026, at 12:00 PM EST and questions due September 16, 2026. This is a sole-source procurement restricted to Expana Markets (URNER BARRY PUBLICATIONS, INC.), the only responsible source capable of providing the required brand-name database without replacing the entire system and causing loss of pricing validation capability.
Place of performance is Philadelphia, Pennsylvania. The requirement spans twelve months from October 1, 2026, through September 30, 2027, on a firm-fixed-price basis with no option periods. The database must provide real-time, historical, and forecasted pricing data across all commodity categories including eggs, poultry, red meat, seafood, plant protein, dairy, frozen items, fresh produce, fuel, and transportation, sourced from USDA, USDC, Producer Price Index, and Consumer Price Index indices. Required capabilities include daily price updates, market commentary and industry trend analysis, customizable dashboards and alerts, comprehensive data visualizations, general customer support with training, access to combined subscriber sales data, and Expana Forecasting tools with core and algorithmic forecasts extending 18–24 months.
NAICS code is 513120 (Periodical Publishers); PSC code is 7630 (Newspapers and Periodicals). Quotations must include detailed license descriptions, comparison data visualizations, sample final reports in web-based format, trending and forecasting information, and real-time market analysis with seasonality justification. Invoicing is submitted through Wide Area Workflow to DODAAC SPE300. Government obligations are contingent on appropriations beyond October 30, 2026. The estimated contract value is redacted.
Notice text
DLA Troop Support’s Subsistence Supply Chain supports global
dining facilities through the Subsistence Prime Vendor Program and must regularly validate
food pricing due to frequent contract price adjustments. To ensure proposed prices are fair and
reasonable and to avoid delays that could affect customers, DLA requires continuous access to
a reliable pricing database. This database must provide real-time forecasting, pricing, and
market trend commentary for key protein items, and all commodity categories including fuel
and transportation.
