About this file

This is a Bill of Materials (BoM) pricing document for the Expana Internet Pricing and Forecasting Database Renewal solicitation (SP470126Q0215) issued by the Defense Logistics Agency's DLA Troop Support division. The requirement is for ten (10) Premium Access user licenses to the Expana Internet Database for a twelve-month period of performance from October 1, 2026, through September 30, 2027, under CLIN 0001 on a firm fixed price basis.

The Expana database must provide current, historical, and forecast pricing data across comprehensive food commodity categories including eggs, poultry, red meat, seafood, plant protein, dairy, frozen foods, fresh fruits and vegetables, starches, seasonings, and freeze-dried items, as well as transportation and fuel rates. Data sources must include USDA, USDC, Producer Price Index (PPI), and Consumer Price Index (CPI) indices. Required capabilities include daily price updates, market commentary and industry trend analysis, comprehensive data visualizations, customizable dashboards and alerts, general customer support with training services, access to combined subscriber sales data, and an Expana Forecasting tool providing core and algorithmic forecasts for 18-24 months to support risk management and price movement predictions. This pricing database supports DLA Troop Support's validation of food pricing for the Subsistence Prime Vendor Program to ensure fair and reasonable pricing for global dining facility operations.
