About this opportunity
The Library of Congress is soliciting exhibition design services for the "Inside the Creative Process" exhibition, a permanent showcase within the 3,700-square-foot Treasures Gallery that opened in 2024. The contract requires an experienced exhibit design firm to develop three initial design concepts, detailed exhibition plans, case layouts, graphics, and promotional materials that meet museum quality design standards and the Library's conservation and security requirements. Key qualifications include demonstrated experience designing exhibitions for major cultural institutions, with specified personnel requirements for a Principal/Creative Director, Graphic Designer, and 3-D Exhibition Designer, each possessing at least five years of museum-quality exhibition design experience. The evaluation will employ a best value approach prioritizing technical approach, management approach, corporate experience, and past performance over price. The proposal submission deadline is January 16, 2026 at 12:00 PM EST, with the question submission period having closed on December 4, 2025; two amendments have been issued to clarify requirements and respond to offeror inquiries.
This solicitation contains no set-aside designation and does not identify specific current contractors or incumbents. The contract is structured as a firm-fixed price agreement with a performance period from February 23, 2026 to January 31, 2028, with the exhibition opening scheduled for October 2027. The project involves designing for two object rotations of 120 objects each, with the primary design effort focused on Rotation 1 and minimal additional work for Rotation 2; fabrication and installation services are excluded from this contract. The work will be performed in Washington, DC 20540, with on-site meetings and design reviews required throughout the project lifecycle. The Library has indicated that funding is available for this project, and the period of performance start date will be specified in the award document.
