About this file

This document is a Revised Responses to Offeror Questions (J-8) for a solicitation (030ADV26R0007) regarding an exhibition design project for the Library of Congress's "Inside the Creative Process" exhibit. The project involves designing an exhibition for the 3,700 sq ft Treasures Gallery, with two object rotations (each featuring 120 objects) and specific design requirements including concept development, graphic design, brochure creation, and environmental graphics.

Key details include a proposal due date of January 5, 2026, with funding already available. The exhibit will utilize existing media stations, interactive table, and audio modules, with the Library providing all content, text, and image permissions. The design approach will be consistent across both rotations, with potential minor graphic adjustments. Fabrication is not included in this requirement, and the designer will not provide services during the fabrication and installation phases of Rotation 2. The Library seeks an exhibit designer with experience in large-scale museum or cultural institution exhibition design, with specific requirements for past performance documentation and proposal submission.

51 N/A – General Question

Q 51.1 - The RFP notes that the exhibition production schedule and fabrication budget will be provided by the COR at the kickoff meeting. Is the Library able to provide a rough ballpark range for the budget now? That would help us understand the level of extent of the “addition wall or special element” possible which would help us understand the amount of work involved. This information would help us provide a more accurate fee proposal.

A 51.1 - Please see answer to Question # 1 above.

A 51.2 – The budget would include both Rotation 1 and Rotation 2.

Q 51.2 Please also confirm if this budget is for Rotation #1 alone or for Rotation #1 plus Rotation #2.

52 N/A – General Question

The RFP notes that this contract includes all related graphic design and promotion for the exhibition.

Q 52.1 - Does the promotion work include anything beyond the brochure and “coming soon” file?

Please see revised Section C – Statement of Work.

55 N/A – General Question

Will two sets of environmental graphics be required (one for Rotation #1 and a separate set for Rotation #2)?

Rotation 2 will reuse most if not all of the graphics and graphic approaches, but some changes to exhibit graphics may be required depending on content.

56 Section C.3.3.5.d – Page 8;

Section C.3.3.4.b – Page 7;

Section F.2. – Pages 13-15

Deliverable C.3.3.5.d is listed as being for “all text and image graphic production-ready files submitted for review” and is listed as being due March 1, 2027. Deliverable C.3.3.4.b is listed as being for “Present two options for Exhibition Brochure Design” and is listed as being due May 1, 2027. Since the options for the brochure are not due until two months AFTER the text and image graphic production files are submitted for review, does that mean that the text and image graphic files (C.3.3.5.d) are just for exhibit elements

Correct, Section C.3.3.5.d.

addresses graphics for fabrication within the exhibit. Collateral materials for advertising/promotion are separated, as they are needed later than the object layouts, graphic schedule, and overall design approach.

Yes. Please see revised Section C.3.3.3.

60 N/A – General Question

Will Rotation #1 (first set of 120 objects) and Rotation # 2 (for a second set of 120 objects) be developed simultaneously? (e.g. they will pass through concept, design development and final design phases and approval together, but then the fabrication and installation will be offset? Or will the design of each be offset from one another? If the latter, what is the anticipated design schedule for Rotation #2?)

The overall design approach will serve for both rotations. Rotation 2 will change objects, and potentially some exhibit graphics, but will, as much as possible, provide like items, in size/format/story, as Rotation 1.

61 N/A – General Question

Does the Library envision Rotation #1 and Rotation #2 as two distinct, separate projects (with potentially significantly different visual character, graphic styles, and typology specifications, etc.)?

Q 64.2 - If both, could you confirm if it is the intention that the wall partition locations would change (e.g. requiring demolition of Rotation 1 walls and installation of Rotation 2 walls)? The

A 64.1 – Offerors should assume the possibility of new partitions as dictated by the exhibit design.

A 64.2 – Location of wall partitions will be determined by the exhibit design for the inaugural display and the Rotation 2.

Deliverables schedule F-2 implies new partitions/ wall structures in Rotation #1 and different new partitions/ wall structures in Rotation #2.

65 N/A – General Question

Q 65.1 - If new partitions are envisioned, will this project be filed with the local authority having jurisdiction and would that filing be by the AOC?

Q 65.2 - Please clarify if there is any filing work in the scope of this contract for the exhibition designer.

AOC will not be involved with the review nor implementation of case interiors, wall partitions, etc.

66 N/A – General

In addition to using the existing casework, could you confirm if there is a desire for new casework in Rotation 1 and Rotation 2, and if so, if that new casework in Rotation #1 would be different than the new casework in Rotation #2? The Deliverables schedule F-2 implies new casework in Rotation #1 and different new casework in Rotation #2.

No new casework is required, but case furniture may change depending on object selection.

67 Section L.1.4 – Pages 53-55
