The contract aims to provide a flexible acquisition vehicle for short-notice or unique requirements, focusing on science and technology, research and development, test and evaluation, integration, production, and sustainment efforts. Proposals will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with offerors required to demonstrate proficiency in technical areas such as Digital Engineering, Armament/Weapons Development, Enterprise Analytics, and Innovation Hub capabilities. Potential contractors must submit their proposals through the EWAAC Portal by 4:00pm CDT on November 25, 2024, with questions due by 4:00pm CDT on November 7, 2024. The government will conduct a single round of questions and answers, with responses published by November 14, 2024.

The solicitation is a full and open competition with no specific set-aside designation, targeting the NAICS category 332993 for Ammunition Manufacturing. The contract has a minimum value of $1,000 and a maximum ceiling of $46 billion, with an initial base ordering period of two years and potential option periods of three and five years, respectively. The government intends to award between 30-60 or more contracts to qualified offerors, with an initial $1,000 delivery order for a post-award conference. Performance will be primarily located at Eglin Air Force Base in Florida, with potential work spanning various technical areas including weapon studies, digital engineering, and development of enabling technologies in propulsion, sensors, and non-kinetic effects. Most task orders will require a minimum of a SECRET security clearance, and the contract will support key customers such as AFLCMC/EB divisions, SOCOM Det-1, Air Force Research Lab, and Air Force Nuclear Warfare Center.
