1. L-3.3 says, "Offeror responses to Subfactor B (Technical) shall be specific and demonstrate a complete understanding of SOO paragraph 6.0." Paragraph 6.0 is "Other Considera ons".
Should the text say, "Offeror responses to Subfactor B (Technical) shall be specific and demonstrate a complete understanding of SOO paragraph 5.0."?
Correct; an amendment to the solicita on will be issued to rec fy this discrepancy.
2. Sec on Sec L-1.4, page 5: The solicita on states company name and proprietary informa on no ces shall be included in Volume I, narra ve summary, however, the narra ve summary is listed within sec on L-3.1 within Volume II. Can the government clarify if the Narra ve Summary is to be provided in Volume I or Volume II?
Company name and proprietary informa on shall be included in Volume I and the narra ve summary shall be included in Volume II. An amendment to the solicita on will be issued to correct this error.
Change L-1.4: "Company name and proprietary informa on no ces shall be included in Volume I narra ve summary." to "Company name shall be submi ed in volume I of the portal and proprietary informa on no ces shall be included in the narra ve summary of Volume II of the portal.
3. Sec on Sec L-7.0, page 16: In the previous EWAAC pre-solicita on there was a requirement to develop and provide an EWAAC unique email address. However, the requirement is not listed in the final Request for Proposal (RFP). In Sec on L-7.0 Ini al Delivery Order, it states The CO will no fy Offerors a er award by email to the EWAAC unique email address of the date and me of the post-award conference. Can the government confirm if there is a requirement to provide an EWAAC unique email address.
This language will be removed in an amendment to the solicita on as there is no longer a requirement for EWAAC unique email address.
4. Sec on Sect L-4.2.4, page 14: Sec on 4.2.3 highly encourages offerors to provide evidence of their DCAA audit report sta ng they have adequate accoun ng system. It also requests that offerors provide its indirect rate pools and associated bases for those rates. This level of detail is typically not provided in offerors accoun ng system approval le ers or included in the detailed audit report of an Accoun ng System. Indirect Pool and Base informa on are typically only required when assessing proposed indirect rates as part of a cost analysis and not needed for Accoun ng System substan a on. Would the Government consider removing the instruc on to provide indirect rate pools and associated bases for those rates?
Indirect rate pools and bases are not required at the IDIQ level. The solicita on will be amended to remove this language.
Amend L-4.2.4 to read: L-4.2.4 ACCOUNTING SYSTEM
The Offeror is highly encouraged to indicate whether or not they have Government approval of their accoun ng system and to provide evidence of such approval. The Offeror’s most recent Defense Contract Audit Agency (DCAA) audit report must specifically state adequate accoun ng system to be considered standard of proof. The report shall include all numbered pages and not be redacted.

Sec on L-1.4 PROPOSAL FORMAT states that Proposals shall be submi ed via the EWAAC Portal at h ps://www.ewaacportal.com by responding to the associated RFP FA8656-25-R- B001, (see the EWAAC Portal for Instruc ons). Company name and proprietary informa on no ces shall be included in Volume I narra ve summary. Should this be Volume II?

6. In the SOO there are two sec on 4.3.2. Should the second be labelled 4.3.3?

8. The SOO has two sec ons 5.2's - Armament/Weapons Development and Enterprise Analy cs.
Please confirm the appropriate numbering of the sec ons.

9. The SOO sec on, 5.2 Enterprise Analy cs, has subelement 5.2.3 which states, "Generate concise and repor ng and analysis products" Please clarify if there is a missing word or words a er the first "and" in that sentence.
SOO should read, "Generate concise repor ng and analysis products such as…" The "and" will be removed. An amendment to the solicita on will be issued to correct this error.

10. The solicita on lists two different ordering periods, both listed as Ordering Period 1, with dates listed as Award - 9/9/2026 and 9/10/2026 - 9/9/2031. Please clarify if both these periods are intended to be Ordering Period 1 or if they should be numbered differently.

11. "The instruc ons (L-3.3 SUBFACTOR B: TECHNICAL) state “Offeror responses to Subfactor B (Technical) shall be specific and demonstrate a complete understanding of SOO paragraph 6.0.†This sec on of the SOO is Other Considera ons, Security (6.1) and Data Rights (6.2). Is this the correct SOO paragraph offerors must demonstrate a complete understanding of or did the government mean to point to 5.0 Work Elements?
If the government expects offerors to demonstrate an understanding of 5.0 instead of 6.0, please confirm offerors should focus only on the relevant area within sec on 5.0, rather than addressing the en re sec on since the portal specifies that offerors must meet one Technical area in Subfactor B to be eligible for an award, rather than requiring responses to all three sec ons. For example, when addressing Subfactor B-1, we would demonstrate our understanding specifically of SOO 5.2." Noted. An amendment to the solicita on will be issued to correct this error.
12. Sec on H, Pg. 12: Sec on H, Eglin-H100On Ramp IV (October 2024), states, The Government intends to establish an awardee group under the EWAAC effort. The Government will ini ally establish the awardee pool by compe vely awarding mul ple-award IDIQ contracts. Ini al awardees of the EWAAC effort will be awarded contract with a base ordering period of two (2) years. A er the base period the Government reserves the right to award an op on of three (3) years followed by an op on of five (5) years. Sec on B, Supplies or Services and Prices or Costs, of the Model Contract appears to have CLINs for a base period (0001, 0002, and 0003) and one op on period (1001, 1002, and 1003). Will the awarded contract have the CLIN for the five-year op on period (2001, 2002, and 2003)?
Noted -- The CLIN structure should begin at 1001 the op on line item will be 2001, 2002, 2003 and will be corrected via an amendment to the solicita on. 14. Sec on L-4.2.1 states "The Offeror shall provide an Index/table of contents to include, as a minimum, summary descrip ons of es ma ng, purchasing, and accoun ng systems; any devia ons to es ma ng, accoun ng prac ces, or Cost Accoun ng Standards (CAS) Disclosure Statement". The EWAAC Portal does not have an entry point for this Index/table of contents. Is there another way to submit this Index/table of contents to be compliant with this requirement?
The index/table of contents is not required. The Offeror should iden fy within the portal if they have a purchasing, es ma ng, and accoun ng systems. They may provide evidence of such systems within the portal. An amendment will be done to correct this.

15. Sec on L states "Offerors shall demonstrate proficiency in one or all of the below technical capabili es (Armament/Weapons Development, Enterprise Analy cs, or Innova on Hub) in accordance with Sec on M paragraph 3.2." Will the Government confirm that Offerors may demonstrate proficiency in one or more versus one or all of the technical capabili es?

16. In the Sec on L document under L-4.2, an index/table of contents and summary descrip ons are requested of the es ma ng, purchasing, and accoun ng systems. Looking at the online portal, I only see check boxes and no op on to enter any text or upload any documents. How should these be submi ed?
The index/table of contents is not required. The Offeror should iden fy within the portal if they have a purchasing, es ma ng, and accoun ng systems. They may provide evidence of such systems within the portal. An amendment will be done to correct this.

17. Sec on L-1.3 asks for a capbility statement IAW 4.1.1.b under Volume III, but 4.1.1.b asks for a Compliance statement. Please clarify which is needed.
Noted. The compliance statement is what is needed. We will correct the verbiage in L-1.3 to indicate "compliance". Please Note the statement is built into the portal as a yes/no response field.
L-1.3 'Capability' needs to be changed to 'Compliance'.
