About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks design, development, and production of Power Control Units for the MHU-196/204 trailer service life extension program under the EWAAC IDIQ contract, with proposals due July 2, 2026. This is a total small business set-aside delivery order.
Place of performance is Warner Robins, Georgia. The procurement covers 5 preproduction units in the basic order period, 50 production units in the first option year, and 38 production units in the second option year, totaling 93 units over three years. All pricing is firm-fixed price.
Key technical requirements include developing an access panel for the main CB2 circuit breaker that permits installation and removal without disturbing other internal components, with the design submitted via Engineering Change Proposal for approval prior to initial production. The contractor must develop detailed test procedures, conduct initial production testing of five units in three phases (developmental testing at the contractor facility, qualification testing using a MHU Interface Test Adapter at Robins AFB, and Initial Operational Test and Evaluation on two MHU-196 trailers at a CONUS location), and submit test reports. Each unit must be tested for a minimum of 10 hours. The contractor bears all shipping costs and rework to restore failed units to serviceable condition. Compliance with MIL-STD-130N(1) for identification marking and FEDSTD313F for hazardous materials management is required.
Deliverables include preproduction test reports and data, monthly progress and status reports, test procedures, inspection reports, engineering change proposals, and notices of revision. Award will be made to the lowest-priced offeror with an acceptable technical proposal. Technical proposals will be rated as Acceptable or Unacceptable; price proposals will be evaluated for total evaluated price, completeness, reasonableness, and unbalanced pricing. The NAICS code is 335312, Motor and Generator Manufacturing; PSC code is 6110, Electrical Control Equipment. Amendment 03 most recently updated the proposal due date to July 2, 2026, at 1 p.m. Eastern Time and added updated drawings, which require prospective contractors to submit signed DD Form 2354 for access.
