About this opportunity

The United States Agency for International Development seeks proposals to provide monitoring, evaluation, and learning services through multiple award indefinite delivery/indefinite quantity contracts valued at approximately $655 million over five years. Services include designing and implementing evaluations using quantitative and qualitative methods, providing technical assistance in performance monitoring, developing evaluation and monitoring training, and supporting organizational learning and knowledge management worldwide. Proposals are due by January 8, 2020 and will be evaluated based on technical approach, management approach, past performance, and price.

The solicitation is set aside for total small businesses. The NAICS code is 541990 for all other professional, scientific, and technical services. USAID intends to award up to fifteen 7-year IDIQ contracts to small businesses. Incumbent contractors include Amex International, Banyan Global, Cultural Practice, DevTech Systems, Democracy International, and others. Services will be performed at locations worldwide to support USAID's missions, bureaus, and offices.
