About this opportunity

The Defense Logistics Agency (DLA) Troop Support Europe & Africa is conducting market research to identify vendors capable of supplying EU specification commercial vehicles and heavy equipment across nine product categories: Material Handling Equipment, Sweepers and Scrubbers, Cranes, Construction Equipment, Fire and Emergency Vehicles, Agricultural Equipment, Trucks and Trailers, Snow Removal, and Portable Power Equipment. The procurement objective is to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year period of performance to support U.S. Military, Federal Government Agencies, and authorized DLA customers. Respondents must be registered in the System for Award Management (SAM) and address ten specific questions regarding company history and experience in Europe and Africa, manufacturer or reseller status, product group specialization, specific models and brands offered, geographic constraints, contract approach preferences, and capability to provide extended maintenance and warranty solutions. All equipment must meet European specifications and include standard manufacturer warranty with FOB Destination to U.S. installations within Europe and Africa. The response deadline is April 14, 2026, with submissions required in Microsoft Word or Adobe Acrobat format to Contracting Officers Kevin Rafferty and Rebecca Taylor.

This is a Request for Information (RFI) and Sources Sought notice with no set-aside designation, and no incumbent contractors or award values are specified at this pre-solicitation stage. The Government is evaluating two potential contract structures: a multiple-award IDIQ with competed delivery orders across all of Europe and Africa, or three Prime Vendor contracts divided by geographic zones (Zone 1: North of the Alps Countries, Zone 2: Mediterranean Countries, and Zone 3: Africa Region). Vendors are encouraged to address concerns with either approach and indicate interest in Prime Vendor status or support for CENTCOM Area of Responsibility operations. This RFI does not constitute a binding commitment, guarantee of future business, or solicitation for payment, though proprietary information will be protected if appropriately marked. Subsequent acquisitions resulting from RFI responses will be posted to SAM.gov for competition.
