About this file

This is a Request for Information/Sources Sought issued by the Defense Logistics Agency (DLA) Troop Support Europe & Africa to conduct market research on EU specification commercial vehicles and equipment capabilities. The RFI seeks vendor information regarding nine product groups: Material Handling Equipment, Sweepers and Scrubbers, Cranes, Construction Equipment, Fire and Emergency Vehicles, Agricultural Equipment, Trucks and Trailers, Snow Removal, and Portable Power Equipment. The Government is exploring the potential establishment of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year period of performance to support U.S. Military, Federal Government Agencies, and other authorized DLA customers purchasing EU specification vehicles built to local specifications and standards across Europe and Africa, with FOB Destination to all U.S. installations within those regions.

Responses are due by February 27, 2026, submitted electronically in Microsoft Word or Adobe Acrobat format to Contracting Officer Kevin Rafferty (kevin.rafferty@dla.mil) and Contracting Officer Rebecca Taylor (rebecca.taylor@dla.mil). Vendors must be registered in the System for Award Management (SAM) and should address four general questions: company history and experience providing heavy equipment in Europe and Africa; whether the company is a manufacturer, dealer, or reseller; which product groups the company specializes in; and specific models and brands offered within each product group. Respondents may include commercial documentation and product literature. This RFI does not constitute a commitment or solicitation; the Government will not pay for responses, will not guarantee future business, and any proprietary information must be appropriately marked for protection. Subsequent acquisitions resulting from RFI responses will be posted to SAM.gov.
