About this file

This is a Request for Information (RFI) and Sources Sought document issued by the Defense Logistics Agency (DLA) Troop Support Europe & Africa Contracting Unit. The RFI seeks vendor information regarding the supply of EU Specification commercial vehicles and equipment across nine product groups: Material Handling Equipment, Sweepers and Scrubbers, Cranes, Construction Equipment, Fire and Emergency Vehicles, Agricultural Equipment, Trucks and Trailers, Snow Removal, and Portable Power Equipment. The Government is conducting market research to determine industry capabilities and define requirements for a potential Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year period of performance, FOB Destination to all US installations within Europe and Africa.

The Government is considering two contract approaches: a multiple-award IDIQ with competed delivery orders across all of Europe and Africa, or three Prime Vendor contracts divided by geographic zones (Zone 1: North of the Alps Countries; Zone 2: Mediterranean Countries; Zone 3: Africa Region). All new heavy equipment machines and vehicles must meet European specifications and include standard manufacturer warranty. Vendors must be registered in the System for Award Management (SAM) and respond to ten general questions addressing company history, manufacturer/dealer/reseller status, product group specialization, specific models and brands offered, concerns with either approach, geographic constraints, Prime Vendor interest, CENTCOM AOR support capability, extended maintenance and warranty solutions, and any additional comments. Responses are due by April 14, 2026, submitted electronically in Microsoft Word or Adobe Acrobat format to Kevin Rafferty and Rebecca Taylor at the DLA. This RFI does not constitute a commitment or solicitation; vendor participation is not a promise of future business, and proprietary information will be protected if appropriately marked.

DLA Troop Support Europe and Africa's objective for this RFI is to conduct Market Research on methods available to support the EU Specification Heavy Equipment Program requirements for our DoD customers. The information submitted in response to this RFI may be used to help the Government further define its requirements and understand the interest of potential companies.

OVERVIEW

DLA provides supply support and logistics services to the Army, Air Force, Navy, Marine Corps, and other federal agencies. The Government is requesting input from industry to determine the potential for an Indefinite Delivery Indefinite Quantity (IDIQ) in support of the DOD's potential EU Specification Heavy Equipment needs in Europe & Africa.

PROJECTED SCOPE OF WORK

The purpose of the EU Spec Heavy Equipment Europe & Africa Prime Vendor IDIQ is to provide a vehicle for the U.S. Military, Federal Government Agencies, and other authorized customers of DLA to purchase commercial vehicles and equipment in the following nine (9) product groups - Material Handling Equipment, Sweepers and Scrubbers, Cranes, Construction and Equipment, Fire and Emergency Vehicles, Agricultural Equipment, Trucks and Trailers, Snow removal, and Portable Power Equipment. This will enable our partners to get these EU Specification vehicles built to local specs, local maintenance, and in the time needed for the Area of Operation (AoR).

The Government is contemplating two approaches:

1. The first approach is to award a multiple award Indefinitely Delivery Indefinitely Quantity contract to various contractors where delivery orders would be competed between awardees. The Area of Responsibility (AOR) for Heavy Equipment delivery would be all of Europe and Africa.

2. The second approach would be to award three Prime Vendor contracts where each Vendor would be responsible for awards to respective Zones. Zones could be divided as follows:

North of the Alps Countries Mediterranean Countries Zone 1 Zone 2

Armenia Latvia Andorra Portugal Austria Liechtenstein Albania San Marino Azerbaijan Lithuania Bosnia and Herzegovina Serbia Belarus Luxembourg Croatia Slovenia Belgium Moldova Cyprus Spain Bulgaria Netherlands France Turkey Czech Republic Norway Greece Morocco Denmark/Greenland Poland Italy Algeria Estonia Romania Kosovo Libya Finland Russia Macedonia Tunisia Georgia Slovakia Malta Germany Sweden Monaco Hungary Switzerland Montenegro Iceland Ukraine Ireland United Kingdom
