About this opportunity
The Army Contracting Command–Rock Island Arsenal seeks establishment of multiple Blanket Purchase Agreements for rental of material handling equipment to support McAlester Army Ammunition Plant, with quotations due September 28, 2026. The procurement is a 100 percent small business set-aside with an estimated value of $40 million.
Place of performance is McAlester, Oklahoma. The BPAs will cover skid steers (1,500–4,000+ lb capacity), mini excavators (1.5–8 metric ton), scissor lifts (19–43+ ft), boom lifts (articulating and telescopic, 30–135+ ft), backhoes (14–17 ft digging depth), and mobile/rough-terrain cranes (15–100+ ton). All equipment must be in good working order, fully operational, and compliant with OSHA, ANSI, manufacturer, and environmental regulations. McAlester is a restricted facility requiring compliance with access control, security badging, vehicle inspection, explosives safety, and force protection policies. Contractors are responsible for all transportation, delivery, off-loading, setup, and pickup at FOB Destination, with a 72-hour delivery requirement following order receipt. Rental billing is prorated daily for partial months.
The Government will award BPAs to all responsible small-business offerors whose quotations are technically acceptable and prices fair and reasonable. No minimum quantity or dollar value is guaranteed. Evaluation criteria are Technical Capability (Acceptable/Unacceptable), requiring current equipment catalogs, fleet listings, proof of equipment access, and geographic coverage/delivery capability statements; and Price, using a comprehensive pricing matrix with daily, weekly, and monthly rates for each equipment category plus delivery/pickup fees and other charges. Amendment 0001 (issued September 22) removes the five-year price-firm requirement and requests offeror input on proposed Economic Price Adjustment terms for Government planning purposes only; such input will not be evaluated as a scoring factor. Quotations must be submitted electronically to angela.m.rouse3.civ@army.mil with cover letter, technical documentation, completed pricing matrix, SAM.gov representations and certifications confirmation, and notification of any exceptions. The NAICS code is 532412; PSC code is W039.

Update #2 · Latest ·
Please see amended solicitation.
McAlester Army Ammunition Plant is posting this soliciation to establish multiple blanket purchase agreements (BPAs) for material handling equipment rentals (MHE). Please see solicitation document for the types of MHE the base is looking to have on the BPAs.
If you have any questions please contact Angela Rouse at angela.m.rouse3.civ@army.mil
Blanket purchase agreements are not a contract they are an agreement with the government for a supply or service. There is no money on a BPA. Once the BPAs are established an RFQ will go out to ONLY the BPA holders for the specific piece of equipment that is needed at that time. When quotes are received from the RFQ then a call order will be issued. The call order will have the funding on it.
