About this file
This is Amendment 0001 to a Request for Quotations (RFQ) for the establishment of multiple Blanket Purchase Agreements (BPAs) for rental of Material Handling Equipment (MHE). The solicitation is issued by the Army Contracting Command – Rock Island (ACC-RI) under solicitation number W519TC26Q5604. The place of performance is McAlester Army Ammunition Plant in McAlester, Oklahoma. This is a 100% Small Business set-aside with a NAICS code of 532412 and estimated value of $40 million. The PSC code is W039 – Lease or Rental of Materials Handling Equipment. Quotations are due no later than 10:00 AM Central Time on 28 September 2026, and the original issue date was 21 September 2026. The Government intends to establish multiple BPAs with all responsible small-business offerors whose quotations are determined technically acceptable and whose prices are determined fair and reasonable.
Amendment 0001, issued 22 September 2026, makes two primary changes to the original solicitation. First, it deletes the requirement that prices remain firm for the five-year BPA ordering period and removes the unbalanced-pricing notice. In its place, the amendment requests vendor input on proposed Economic Price Adjustment (EPA) terms, including recommended annual percentage adjustments (fixed, cap, floor, or combination), alternative index-based mechanisms (such as Bureau of Labor Statistics indices relevant to NAICS 532412), or other commercially standard EPA practices. This EPA input is for Government planning purposes only and will not be evaluated as a scoring factor or affect technical acceptability or price reasonableness determinations. Offerors must submit complete, firm base prices in the Pricing Matrix (Attachment 0003) and separately provide EPA proposals in a clearly labeled section of the cover letter, within the Pricing Matrix, or as a brief separate attachment. Second, the amendment notifies offerors that a forthcoming Amendment 0002 is anticipated to address EPA clause language, other commercial or administrative terms, and clarifications from questions received. Offerors are instructed not to delay quotation preparation pending the forthcoming amendment and remain responsible for monitoring SAM.gov for all amendments. The quotation deadline of 28 September 2026 remains in effect unless expressly extended.

Combined Synopsis / Solicitation (FAR 12.603)
The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of quotations is not extended. Offerors must acknowledge receipt of this amendment prior to the hour and date specified for receipt of quotations by one of the following methods: (a) by acknowledging receipt of this amendment in the quotation cover letter; (b) by a statement that the quotation is submitted in accordance with the solicitation as amended; or
(c) by separate electronic communication that references the solicitation and amendment numbers. FAILURE OF YOUR ACKNOWLEDGEMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF QUOTATIONS PRIOR TO THE HOUR AND DATE SPECIFIED
MAY RESULT IN REJECTION OF YOUR QUOTATION.
1. PURPOSE OF THIS AMENDMENT
This amendment revises Combined Synopsis/Solicitation W519TC26Q5604 in two respects:
(a) Economic Price Adjustment (EPA) – vendor input requested. Section 3, Factor 2 – Price, is revised to delete the requirement that prices remain firm for the five-year BPA ordering period (unless an EPA clause is proposed and accepted) and the associated unbalanced-pricing notice, and to request vendor input on proposed EPA terms—including an annual percentage (or alternative index-based mechanism)—should the Government incorporate an EPA clause into the resulting Blanket Purchase Agreement(s).
(b) Notice of a forthcoming amendment. The Government intends to issue a subsequent amendment to this solicitation to make further adjustments to the terms and conditions. See Section 4 of this amendment. Offerors shall not delay quotation preparation pending that forthcoming amendment.
The EPA input requested in paragraph (a) is for Government planning purposes. It is not an evaluation factor and will not affect the technical-acceptability or price-reasonableness determination for award of BPAs.
2. ACKNOWLEDGEMENT AND DUE DATE
The hour and date specified for receipt of quotations is NOT extended. Quotations remain due no later than 10:00 AM Central Time on 28 September 2026. Late quotations may not be considered. Questions concerning this amendment shall be submitted in writing via email to angela.m.rouse3.civ@army.mil. The original question deadline of 23 September 2026, 10:00 AM CT still applies; questions specific to this amendment will be considered if received promptly.

3. SPECIFIC CHANGES TO THE SOLICITATION
3.1 Deletion — Section 3, Factor 2 – Price
The following two sentences, which currently appear at the end of Factor 2 – Price, are hereby DELETED in their entirety:
DELETED TEXT
“Prices shall remain firm for the five-year BPA period unless an economic price adjustment clause is proposed and accepted.
Unbalanced pricing may be a basis for rejection.”
[End of deleted text]
3.2 Addition — Section 3, Factor 2 – Price
The following language is hereby INSERTED immediately after the sentence ending “…and will be incorporated into the resulting BPA(s).” :
ADDED TEXT
The Government is considering the inclusion of an Economic Price Adjustment (EPA) clause in the resulting BPA(s) to account for potential changes in commercial equipment rental rates over the five-year ordering period (for example, due to inflation, fuel, labor, or equipment-replacement cost fluctuations). Offerors are requested to provide input on proposed EPA terms that they would find commercially reasonable and acceptable if an EPA provision is incorporated into the BPA. Specifically, offerors should address:
- Recommended annual percentage. A proposed annual percentage adjustment (increase or decrease) that would apply to the submitted calendar-month, weekly, and daily rental rates after the first year of the ordering period (e.g., 2.5%, 3%, 4%, or other).
Indicate whether the percentage would be fixed, a cap, a floor, or a combination.
- Alternative or additional mechanism. If preferred, an index-based formula (identify the specific published index, such as a U.S.
Bureau of Labor Statistics Producer Price Index relevant to NAICS 532412 Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing, a CPI component, or another widely recognized commercial index), including the adjustment frequency, any percentage cap/floor, and the look-back or calculation method.
- Other commercial terms. Any other commercially standard EPA practices the offeror uses in similar long-term rental agreements (e.g., catalog-price adjustments, fuel surcharges treated separately, or equipment-specific adjustments). Brief rationale is welcome but not required.
This vendor input is requested for informational and market-research purposes to assist the Contracting Officer in deciding whether to include an EPA clause (and on what terms) in the BPA. It will not be scored as an evaluation factor and will not affect the technical-acceptability or price-reasonableness determination for award of BPAs. Offerors shall still submit complete, firm base prices in Attachment 0003 (Pricing Matrix). Any EPA ultimately included would apply prospectively to Calls issued after the adjustment effective date. The Government reserves the right to include, modify, or omit an EPA clause in the final BPA based on the input received, commercial practice, and the Government’s interests. Unbalanced pricing, if present, may still be considered in accordance with FAR 15.404-1(g).
[End of added text]
3.3 Effect of the Revision (for convenience)
After this amendment, Factor 2 – Price consists of the original pricing-submission and reasonableness paragraph (unchanged), immediately followed by the new EPA vendor-input paragraph set forth in section 3.2 of this amendment. Offerors shall submit complete, firm base prices in Attachment 0003 (Pricing Matrix) and shall separately provide the requested EPA input as described in section 3.4 below. The full replacement language for Factor 2 – Price is the original Factor 2 paragraph plus the ADDED TEXT in section 3.2.
3.4 Additional Submission Instruction (Section 4 of the RFQ)
Offerors shall include their EPA input (percentage, index, or other proposed terms) in the quotation. Acceptable locations include: (a) a clearly labeled paragraph or section in the cover letter; (b) a note or additional worksheet in the completed Pricing Matrix (Attachment 0003); or (c) a brief separate attachment titled “EPA Proposal – W519TC26Q5604.” No page limit is imposed on this informational input; one-half to one page is typically sufficient.

4. NOTICE OF FORTHCOMING AMENDMENT — ADJUSTMENTS TO TERMS
FORTHCOMING AMENDMENT — ADJUSTMENTS TO TERMS WILL BE ISSUED
NOTICE TO OFFERORS
The Government intends to issue a subsequent amendment to this solicitation (anticipated as Amendment 0002) to make adjustments to the terms and conditions of RFQ W519TC26Q5604. The forthcoming amendment may address, among other things, Economic Price Adjustment clause language and other commercial or administrative terms, as well as any clarifications resulting from questions received.
Offerors shall continue to prepare and, if ready, submit quotations in accordance with the solicitation as amended by this Amendment 0001 and shall not delay quotation preparation or submission pending the forthcoming amendment. The quotation due date of 28 September 2026, 10:00 AM Central Time, remains in effect unless and until expressly extended by a later amendment.
If the forthcoming amendment is issued after an offeror has already submitted a quotation, the offeror shall acknowledge that subsequent amendment and, if necessary, submit a revision in accordance with the instructions therein.
Offerors are responsible for monitoring SAM.gov for all amendments. Failure to acknowledge any amendment may result in the quotation being rejected.
5. REMAINDER OF SOLICITATION UNCHANGED
