About this file

This is a Combined Synopsis/Solicitation (RFQ) for a five-year Blanket Purchase Agreement to establish multiple awards for the rental of Material Handling Equipment (MHE) to support McAlester Army Ammunition Plant (MCAAP) in McAlester, Oklahoma.

The solicitation is issued by Army Contracting Command – Rock Island and is set aside 100 percent for small business concerns. The Government intends to award BPAs to all responsible offerors whose quotations are technically acceptable and whose prices are fair and reasonable. The Government does not guarantee any minimum quantity or dollar value of orders. Quotations are due by 10:00 AM Central Time on 28 September 2026, with a 72-hour delivery requirement to MCAAP following order receipt. The required equipment includes skid steers (1,500–4,000+ lb capacity), mini excavators (1.5–8 metric ton), scissor lifts (19–43+ ft), boom lifts (articulating and telescopic, 30–135+ ft), backhoes (14–17 ft digging depth), and mobile/rough-terrain cranes (15–100+ ton). All equipment must be in good working order, fully operational, and compliant with OSHA, ANSI, manufacturer, and environmental regulations. The Contractor is responsible for all transportation, delivery, off-loading, setup, and pickup at FOB Destination. Rental billing is based on calendar months prorated daily for partial months.

Evaluation is based on two factors: Technical Capability (Acceptable/Unacceptable), requiring documentation such as current equipment catalogs, fleet listings, proof of equipment access, and geographic coverage/delivery capability statements; and Price, using a comprehensive pricing matrix with daily, weekly, and monthly rates for each equipment category plus delivery/pickup fees, attachment rates, rigger rates, and other charges. Prices must remain firm for five years unless an accepted economic price adjustment clause is proposed. Quotations must be submitted electronically to angela.m.rouse3.civ@army.mil with a cover letter identifying the offeror's legal name, CAGE code, Unique Entity ID, business size status, and point of contact; technical documentation; completed pricing matrix (Attachment 0003); confirmation of current FAR 52.212-3 representations and certifications in SAM.gov; and notification of any exceptions. Offerors must be registered and maintain an active SAM.gov record. MCAAP is a restricted facility requiring compliance with access control, security badging, vehicle inspection, explosives safety, and force protection policies. The acquisition is under FAR Part 12 for commercial items and incorporates numerous FAR and DFARS provisions and clauses related to socio-economic requirements, labor standards, security, and commercial contracting practices.

3. Evaluation of Quotations FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021)

(a) Evaluation factors. The Government will award BPAs resulting from this solicitation to the responsible Offerors whose quotations conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotations:

Factor 1 – Technical Capability (Acceptable/Unacceptable)

To be considered technically acceptable, the Offeror must demonstrate the capability to provide the types of material handling equipment listed in Section 1 and Attachment 0002, and the ability to meet the 72-hour (or Call-specified) delivery requirement to MCAAP. The Offeror shall submit documentation such as:

• Current equipment catalogs, brochures, or detailed fleet listings showing available models, sizes, capacities, and attachments in each required category;

• Proof of ownership, or copies of established rental/lease/supply agreements with equipment providers demonstrating ready access to the required equipment;

• A statement of the Offeror’s geographic coverage and typical delivery capability to McAlester, Oklahoma;

• Any additional information demonstrating ability to support MCAAP requirements (e.g., 24/7 support, maintenance response, rigger certifications).

Factor 2 – Price

The Offeror shall submit a comprehensive price list for the rental of equipment using the Pricing Matrix at Attachment 0003. Pricing shall include, at a minimum, calendar-month, weekly, and daily rental rates for each equipment category (or representative models), plus delivery/pickup fees, attachment rental rates (if extra), rigger rates, and any other recurring or one-time charges. Submitted pricing will be evaluated for fairness and reasonableness in accordance with FAR 13.106 and 15.404-1 as applicable, and will be incorporated into the resulting BPA(s).

Prices shall remain firm for the five-year BPA period unless an economic price adjustment clause is proposed and accepted. Unbalanced pricing may be a basis for rejection.

Award Approach: The Government intends to establish multiple BPAs with all responsible Offerors whose quotations are determined technically acceptable and whose prices are determined fair and reasonable. There is no limit on the number of BPAs that may be awarded. Award of a BPA does not constitute an obligation to place any Calls.

Future Calls may be placed with any BPA holder; the Government may consider price, availability, delivery capability, and other factors when selecting among BPA holders for a specific requirement.

(b) Options. Not applicable. This is a five-year BPA with no option periods.

(c) Notice of award. A written notice of award or acceptance of a quotation furnished to the successful Offeror within the time for acceptance specified in the quotation shall result in a binding BPA without further action by either party. Before the quotation’s specified expiration time, the Government may accept a quotation (or part of a quotation), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

Note: The Government may employ artificial intelligence (AI) tools to assist in the analysis and review of Offeror quotations. Human review and decision-making remain with the Contracting Officer.

4. Instructions to Offerors and Submission Requirements Quotations are due no later than 10:00 AM Central Time on 28 September 2026. Late quotations may not be considered.

Electronic Submission Required. Submit quotations via email to angela.m.rouse3.civ@army.mil. Subject line shall read: “Quotation – W519TC26Q5604 – [Offeror Company Name]”.

Security Warning: All submissions must be pre-scanned for malicious code. Files found to contain viruses, malware, or that are corrupted or unreadable will be deemed non-responsive.

Army Contracting Command – Rock Island is not responsible for unreadable files or transmission failures. Offerors are encouraged to request a delivery receipt.

A complete quotation shall include the following:

1. Cover letter identifying the Offeror’s legal name, CAGE code, Unique Entity ID (SAM), business size status, and primary point of contact (name, title, phone, email).

2. Technical Capability documentation addressing Factor 1 (catalogs, fleet lists, proof of access to equipment, delivery capability statement).

3. Completed Pricing Matrix (Attachment 0003) in Excel or PDF. All rates shall be clearly stated. Identify any assumptions or exclusions.

4. Confirmation that FAR 52.212-3 representations and certifications are current and complete in SAM.gov, or a completed copy of the provision.

5. Any exceptions or deviations (note: material exceptions may render the quotation unacceptable).

System for Award Management (SAM): Offerors must be registered and have an active record in SAM (https://www.sam.gov) at the time of quotation submission and award. Failure to maintain an active SAM registration may result in ineligibility for award of a BPA.

Questions: All questions concerning this combined synopsis/solicitation shall be submitted in writing via email to the Contracting Officer at angela.m.rouse3.civ@army.mil no later than 10:00 AM Central Time on 23 September 2026. Telephone inquiries will not be accepted. Answers, if any, will be posted as an amendment to this notice on SAM.gov. Offerors are responsible for monitoring SAM.gov for amendments.

Quotation Validity: Quotations shall remain valid for a minimum of 60 calendar days from the due date, or until BPA award, whichever is later, unless a longer period is stated.

5. Provisions and Clauses The following provisions and clauses apply to this acquisition. Clauses and provisions incorporated by reference are listed in Attachment 0001. Additional terms specific to MCAAP access, insurance, and equipment condition will be included in the BPA document.
