About this opportunity

The Defense Contract Management Agency (DCMA) is seeking contractors to provide comprehensive removal and replacement of the Electronic Security System (ESS) at their office located on RAF Wyton in Huntingdon, Cambridgeshire, England. The project requires removing the existing 12-year-old security system and installing a new standalone, non-networked access control and video surveillance system that includes two scramble pad access readers, five indoor dome cameras, a network video recorder with 2 TB memory, a 50-inch HD wall-mounted monitor, and an uninterruptible power supply providing 4 hours of backup power. Contractors must provide all personnel, equipment, supplies, installation services, end-user training, and a one-year warranty on all parts, labor, and materials while ensuring full compliance with strict DCMA cybersecurity requirements for air-gapped systems. The solicitation will be evaluated using the Lowest Price Technically Acceptable (LPTA) criteria, requiring vendors to submit technical capabilities documentation and CLIN-based pricing. The solicitation due date has been extended to September 25, 2025, at 2:00 PM Eastern Time, with electronic submissions required via specified email addresses.

This procurement is designated as a 100% set-aside for Women-Owned Small Business (WOSB) enterprises under NAICS code 561621 with a size standard of $25,000,000. The government has indicated this is a new procurement with no incumbent contractor identified in the documentation. While the total contract value appears to reference $25,000,000 in the solicitation structure, this figure represents the size standard rather than the actual award value, which remains to be determined based on submitted proposals. The performance period spans from September 30, 2025, to December 29, 2025, providing contractors with a three-month window to complete the removal, installation, training, and system commissioning activities. All work must be performed at the DCMA office located in Bazzelgette Pavilion, Building 664, on RAF Wyton in Cambridgeshire, England, requiring contractors to have the capability to work at this international location while meeting stringent U.S. citizenship and security clearance requirements for all personnel.
