About this opportunity
The Department of the Interior US Geological Survey seeks science and technical support services for the Earthquake Science Center through an IDIQ contract, with proposals due July 17 and questions due July 6. This is an SDVOSB sole source set-aside.
The five-year IDIQ carries a $15,000,000 ceiling and runs from August 1, 2026 through July 31, 2031. Work is performed at Moffett Field (350 N Akron Road, Building 19), Pasadena, and Seattle, with Monday–Friday business hours and potential telework on a task-order basis. The solicitation follows a two-step process; only Step 1 participants are eligible for Step 2 consideration.
The contractor must provide fully qualified personnel across four service areas: Scientific Application Services (software development, application support, database development, messaging middleware, full-stack development, DevOps, and 24/7 on-call support); Data Science and Analytics (data stewardship, analytics, machine learning, deep learning, natural language processing, and AI integration); Scientific IT Infrastructure Services (Linux/Unix system administration, IT security support, on-call); and Telemetry Support (networking, network administration, device configuration). All work occurs in Linux/Unix environments subject to OWASP Top 10, FISMA, and NIST SP 800-53 compliance. Personnel must hold expertise in seismology, geodesy, geophysics, statistics, full-stack development, Python, C/C++, Java, cloud computing (AWS and Azure), containerization, PostgreSQL, MongoDB, and CI/CD methodologies. Background investigations, non-disclosure agreements, and annual security awareness training are required for all employees with access to federal IT systems. All software developed becomes government property and will be released as open source unless otherwise identified. Individual task orders will be issued on a Performance-Based Firm-Fixed Price basis. The NAICS code is 541512 (Computer Systems Design Services), PSC DA01. Evaluation weights non-price factors (Experience, Technical/Management Approach, and Past Performance) significantly higher than price.
