About this file
This is a Question and Answers (Q&A) document published via Amendment 0002 to solicitation 140G0326R0003. The document addresses clarifications submitted by interested parties regarding proposal submission requirements and evaluation criteria for a two-step competitive procurement.
The Q&A resolves three key issues: (1) confirmation that a third "prime" case study may be submitted under section A.3 in Step 2 if not previously submitted in Step 1; (2) clarification that offerors should follow the subsections listed in the Provisions and Clauses document (Technical Approach, Understanding the Requirements, Approach to the Project, and Approach to Assuring Service Quality) rather than the Step 2 Instructions, with Step 2 instructions to be revised in Amendment 0002; and (3) revision of the Step 2 Factor A evaluation narrative from the narrower criterion addressing "nationwide geographically diverse suite of ground motion monitoring networks consisting of more than 2000 distinct locations" to the broader criterion of "a geographically distributed geophysical monitoring network, its equipment, and IT infrastructure" to align with Step 1 experience criteria and broaden competition. Questions submitted after the July 6, 2026 deadline will only be answered at the Contracting Officer's discretion. The document indicates that Step 2 instructions will be revised to reflect these clarifications in Amendment 0002.

Question and Answers (Q&A) – Amendment 0002
Q&A’s are published via Amendment 0002 to the solicitation for the benefit of all interested parties.
Questions must be submitted as soon as possible to allow time for the government’s response and consideration of the answers for all concerned. Questions submitted after the July 6, 2026 deadline will only be answered at the discretion of the Contracting Officer.
Below is a list of submitted questions and associated answers. In cases where an identical or very similar question was submitted, they have been consolidated into a single Q&A response.
1. Question. Please confirm if the offeror decides to submit a 3rd “prime” case study, it should be placed in A.1 (versus A.3). The instructions on Table 2/Subfactor A.1 have a “Not applicable in Step 2,”so we wanted to confirm. We understand that we would not re-submit the previously submitted prime case studies.
Answer. A 3rd “prime” case study may be submitted under section A.3 if it was not already submitted in Step 1.
2. Question. In “Step 2 Instructions,” it states the sub sections are:
B.1.1) Team Utilization and Management;
B.1.2) Technical/Management Approach; and B.1.3) Transition Plan and Staffing.
However, in the “Provisions and Clauses”, it states the B. 1 Technical/Management subsections are:
i) Technical Approach,
ii) Understanding the requirements,
iii) Approach to the project, and
iv) Approach to assuring service quality.
Please clarify which one is to be followed.
Answer. Offeror should refer to subsections in the Provisions and Clauses document. Step 2 instructions will be revised in this Amendment 0002.
3. Question. The Step 2 Factor A narrative asks offerors to address, “To what degree did you support a nationwide geographically diverse suite of ground motion monitoring networks consisting of more than 2000 distinct locations, their telemetry infrastructure, data acquisition and processing, and scientific production generation and dissemination.”

Factor A experience criteria were framed more broadly. Vendor requests that the Government reconsider or revise this evaluation language, as it appears to narrow the competition beyond the broader Step 1 experience criteria.
Answer. Step 2 Factor A narrative shall be revised to, “To what degree did you support a geographically distributed geophysical monitoring network, its equipment, and IT infrastructure.”
Step 2 instructions will be changed to reflect this revision in this Amendment 0002.
