About this opportunity
The Defense Logistics Agency Energy seeks retail electricity supply and ancillary services to Department of Defense installations and Federal Civilian agency facilities across Texas within the Electric Reliability Council of Texas (ERCOT) market area, with non-price proposals due August 3, 2026, at 3:00 PM Eastern Time.
This is an unrestricted procurement under solicitation SPE60426R0401, amended twice (A0001 effective July 20 and A0002 effective July 30). The prior proposal deadline of July 27 has been extended to August 3; offerors who submitted earlier may confirm their prior proposal in writing by the new deadline or resubmit entirely. Questions closed June 30. Place of performance is Texas, ERCOT service area. The NAICS code is 221112, Fossil Fuel Electric Power Generation.
The contract covers a 24-month delivery period from the January 2027 meter read date through the January 2029 meter read date, with estimated total consumption of 845.9 million kilowatt-hours across 19 Contract Line Item Numbers (CLINs) serving 520 retail accounts at military installations (Fort Hood, Naval Air Stations Kingsville, Corpus Christi, and JRB Fort Worth, Dyess Air Force Base), federal civilian agencies (NASA Johnson Space Center, Customs and Border Protection), and other government facilities across multiple utility service areas.
The Government seeks Firm Fixed-Price (FFP) Requirements contracts and Fixed-Price contracts utilizing Real-Time Settlement Point Pricing (RTSPP). FFP CLINs price all retail supply costs to the service point; CLINs 0015 (NASA JSC), 0016 (AAFES), and 0017 (SPR) combine FFP blocks (0.5 MW increments) with RTSPP for quantities exceeding block size; CLIN 0018 (Dyess AFB) offers RTSPP pricing. Transmission and distribution service provider charges, gross receipts tax, and public utility commission assessments are direct pass-throughs with no markup. Offerors must propose the total line item quantity for each CLIN or face exclusion from evaluation.
Offerors must demonstrate at least 12 months' experience supplying electricity to retail customers within two years of proposal submission, hold a current valid retail electricity supplier license from the relevant state regulatory body prior to award, and maintain membership in good standing in the applicable ISO/RTO with ability to represent and settle government retail load. Proposals must include three past performance references, a four-page maximum technical capability section addressing personnel, customer service, contingency plans, and account management, and small business participation details. Pricing must be submitted in dollars per kilowatt-hour on a date to be established by amendment. Non-small business offerors with subcontracting opportunities must submit a formal Small Business Subcontracting Plan or become ineligible. Award will be made on a CLIN basis to the responsible offeror offering best value, evaluated on past performance (weighted most heavily among non-price factors), technical capability and risk, small business participation, and price (three non-price factors weighted approximately equal to price).
