About this file
This document is Attachment II: Proposal Requirements for federal contract solicitation SPE60426R0401 (Texas 2026), which establishes the mandatory format and content requirements for offeror proposals.
The proposal must include a title page with offeror contact information, authorized negotiators, and signatory authority, along with a statement of agreement with all RFP terms and conditions. Proposals must be submitted to dlaenergy.eteam@dla.mil and include the completed SF 1449 form and all SF 30 amendments with proper signatures and identifiers (UEI and CAGE codes). Offerors must demonstrate responsibility through industry-specific criteria: (a) minimum 12 months of experience supplying electricity to retail customers within two years of proposal submission, (b) valid retail electricity supplier license from the relevant state regulatory body prior to contract award, and (c) membership in good standing in the applicable ISO/RTO with ability to represent and settle government retail load requirements. Three past performance references are required, evaluated on recency, relevance, and quality, with contact information for responsible contract administrators, MW volumes, ISO/RTO designation, and contract dates.
The technical capability section (four pages maximum) must address personnel assigned to the contract with contact information, customer service capabilities for billing and account management, contingency plans for personnel absences, and internal account-management capabilities and resources. Offerors must describe small business participation efforts and identify specific small businesses for subcontracting, including work descriptions and dollar percentages. Pricing must be submitted in dollars per kWh, with offerors required to propose the total line item quantity for each CLIN or face ineligibility for award. Non-small business offerors with subcontracting opportunities must submit a formal subcontracting plan or become ineligible for award. All offerors must verify current SAM.gov representations and certifications and may submit exceptions to RFP terms, though exceptions are not mandatory and will not be evaluated as part of proposal ratings if submitted after the offer due date.
