About this opportunity
The Department of the Air Force Air Mobility Command is seeking a qualified contractor to establish a five-year Blanket Purchase Agreement (BPA) for equipment load testing services at Dover Air Force Base. The selected contractor will be responsible for annual transportation, testing, and certification of 190 equipment items, including specialized aircraft lifting and hoisting equipment for C-5 and C-17 aircraft models. Key contract requirements include picking up and returning equipment within 5-7 days, providing detailed load testing certifications, and maintaining one-year certification validity. The contractor must also comply with strict security protocols, including installation access procedures and antiterrorism awareness training. The pre-solicitation notice indicates a due date of April 14, 2025, for interested contractors to respond, with the ability to handle up to 10 unscheduled load tests and 10 newly assigned equipment tests per year.
The contract opportunity is set aside for total small businesses and falls under the NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance. While specific award values are not explicitly stated, the comprehensive equipment list and five-year contract duration suggest a significant potential contract value. The scope covers 128 unique items with testing and certification requirements spread across February 2025 to March 2026, including various specialized equipment such as fan cowling sling kits, APU hoists, landing gear components, and engine lifting devices. Contractors will be expected to provide all necessary labor, testing equipment, and materials, with strict performance requirements including generating certifications within 10 days and responding to correction requests within 3 business days. The contract emphasizes precision, safety, and comprehensive maintenance of critical aircraft support equipment.
