About this opportunity

The Department of the Air Force Air Mobility Command at Dover Air Force Base is seeking to establish a Blanket Purchase Agreement (BPA) for Equipment Load Testing services. The solicitation requires a contractor to perform annual load testing for 190 equipment items, including transportation to and from the base, providing all necessary labor, testing equipment, and materials. Contractors must deliver comprehensive certification documentation within 10 days of testing, with certifications valid for one calendar year. The government will evaluate offers based on a pass/fail technical capability assessment, price (considered a significant factor), and past performance, with the goal of selecting the most advantageous proposal. Offers are due by 12:00 PM EST on April 22, 2025, and must be submitted electronically with a completed price list, representations and certifications, and past performance history.

The contract is set aside exclusively for small businesses and will be performed at Dover Air Force Base in Dover, Delaware. The BPA has a base performance period of five years, from April 1, 2025, to March 31, 2030, with individual purchase calls limited to $25,000. The solicitation covers 147 unique equipment items across various aircraft maintenance categories, including fan cowling sling kits, APU hoists, brake lifting devices, and specialized equipment for C-5 and C-17 aircraft models. The contractor must be prepared to handle up to 10 unscheduled load tests and 10 newly assigned equipment tests annually. Each tested item will require a detailed certification tag with equipment ID, testing method, and calculated test load, and the contractor must provide the location and contact information for their testing facility.
