This is a competitive 8(a) RFI only; responses are non-binding and the government makes no commitment to award.
The underlying contract supports DeCA's Enterprise Program Management Office and Chief Technology Officer across approximately 238 commissaries worldwide. The contract is structured as an indefinite-delivery/indefinite-quantity vehicle with a base period from October 1, 2021, through September 30, 2022, and up to four optional one-year extension periods.
Performance occurs at DeCA headquarters in Fort Lee, Virginia, and contractor facilities during standard business hours (8:30 a.m. to 5:00 p.m. Eastern, Monday–Friday), with contingency provisions for remote work. The contractor must provide highly qualified personnel with expertise in program management, DoD acquisition, and IT technology, including detailed understanding of DoD 5000-series acquisition processes and JCIDS. Personnel must obtain security clearances, Common Access Cards, and execute Non-Disclosure Agreements.
Support spans eight functional areas: Business Process and Requirements Management, Program Management, Business and Financial Management, Systems Engineering, Test Management, Product Support Management, Acquisition Support, and Related Support Activities. Deliverables include monthly Integrated Program Status Reports and Integrated Risk Assessment Reports aligned with DoD 5000 series requirements.
