This is a Performance Work Statement (PWS) for an Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract supporting the Defense Commissary Agency (DeCA) Enterprise Program Management Office (E-PMO) and Chief Technology Officer (CTO).
DeCA operates approximately 238 commissaries worldwide and is undergoing dramatic modernization to optimize supply chain and retail operations while competing with commercial grocery industry practices. The contract provides on-site and off-site enterprise program management office support services across DeCA's major programs—CARTS (legacy Point of Sale system in Operations and Support phase), CARTS R/M (modernization of POS hardware), and EBS (modernization of resale business operations)—as well as smaller programs and business processes. The contractor must provide highly qualified personnel with expertise in program management, DoD acquisition, and IT technology, with detailed understanding of DoD 5000-series acquisition processes, JCIDS, and statutory/regulatory requirements. Support encompasses eight core functional areas: Business Process/Requirements Management, Program Management, Business/Financial Management, Systems Engineering, Test Management, Product Support Management, Acquisition Support, and Related Support Activities including information assurance, special studies, and technology management. Deliverables include monthly Integrated Program Status Reports, Integrated Risk Assessment Reports, and various documentation aligned with DoD 5000 series requirements and Business Capability Lifecycle guidance.
The base period runs from October 1, 2021, through September 30, 2022, with up to four optional one-year extension periods. Work is performed at DeCA headquarters in Fort Lee, Virginia, and contractor facilities during standard business hours (8:30 AM–5:00 PM Eastern, Monday–Friday), with contingency provisions for remote work. Contractor personnel must obtain security clearances, Common Access Cards, and sign Non-Disclosure Agreements; DeCA provides workspace, laptop, telephone, and external hard drive. The contractor is responsible for recommending and procuring additional hardware/software with COR approval and must maintain "Key Personnel" designated by the contractor with expertise in DoD Systems Acquisition Management across all functional areas, subject to government approval for any substitutions. Performance standards and incentives will be determined in individual task orders and recorded in the Contractor Performance Assessment Reporting System (CPARS).

PERFORMANCE WORK STATEMENT (PWS)
1. Technical Point of Contact (TPOC).
a. Contract Title: Defense Commissary Agency
DeCA Enterprise Program Management Office (E-PMO) and Chief Technology Officer (CTO) Support
2. Background.
The Defense Commissary Agency (DeCA) operates approximately 238 commissaries worldwide for the Department of Defense (DoD) from its headquarters at Fort Lee, Virginia. DeCA’s mission is to provide an efficient and effective worldwide system of commissaries for the resale of groceries and household supplies at the lowest practical price (consistent with quality) to members of the military services, their families, and otherwise authorized customers, while maintaining high standards for quality facilities, products, and services. A military commissary is a government facility providing grocery products and other merchandise to authorized individuals. Commissaries are designed and operated similar to commercial supermarkets. DeCA’s goals are to provide a significant price savings when compared to commercial markets; to provide courteous and informative assistance to its customers; to offer a variety of items in quantities and of a quality level to satisfy customer demands; and to provide products in a clean, safe, and wholesome environment.
The commissary benefit was legislated by Congress over 100 years ago. This benefit allowed the armed services community to purchase food and household items from commissaries at cost.
Today, commissary customers pay a 5% surcharge with no sales tax. Surveys consistently place the commissary privilege along with medical care at the top of military members’ most valued item of non-pay compensation. Many service members could not make ends meet without the price savings offered in commissaries. Commissaries are a key part of military retiree compensation.
Commissary patrons save approximately 23% on their grocery bills annually for a family of four.
DeCA is committed to providing its customers with state-of-the-art grocery services equal with U.S. commercial practices. To manage an operation of world-wide scope in a cost effective manner and be able to offer leading edge services, DeCA requires an advanced and agile organization, business processes, and supporting Information Technology (IT) systems working within a robust infrastructure.
3. Objectives:
The goal of this Indefinite-delivery/indefinite quantity (ID/IQ) contract is to provide a combination of on-site and off-site enterprise program management office support services to DeCA programs, projects, and systems. This supports DeCA’s strategic plan of preserving and delivering a premier quality of life benefit by continuing to optimize store and support operations, implementing process improvements and technological advances, improving customer service, automating manual processes, reducing maintenance costs, improving system communication, and reducing redundant processes. The DoD 5000 series, Defense Acquisition System, and the joint capabilities integration and development system (JCIDS) govern the process.
4. Scope.
The scope of this document is to outline the contractor’s responsibilities for providing DeCA with highly qualified and experienced staff in program management, DoD acquisition, and related technical expertise for DeCA's major programs, or any DeCA business process, program, or system as required by the DeCA’s Information Technology Directorate’s Program Management Office (PMO) and Chief Technology Officer (CTO) now or in the future that is consistent with the PWS.
Requirements will take the form of information, advice, alternatives, analyses, evaluations, recommendations, training, and the day-to-day aid of support personnel needed to complement the Government’s expertise in financial management, sales and marketing, store operations, logistics, retail industry best practices, and DoD lifecycle management.
DeCA is currently undergoing a dramatic modernization effort to optimize its supply chain and retail operations. This effort is enabling the agency to broaden its business strategy; transforming internal operations, expanding business models, and increasing customer offerings to better align and compete with the commercial grocery industry. As the commercial industry continues to evolve to adapt to changes market demands, customer expectations, and leverage emerging technologies enabling data driven decision makings and artificial intelligence and machine learning, DeCA is following suit to remain relevant to better fulfil its mission to provide a benefit to its customers, both past and present warfighters.
DeCA’s PMO is currently managing three major programs and a number of smaller programs. The three major programs are CARTS, CARTS R/M, and EBS as described below CARTS, which is DeCA's legacy Point Of' Sale (POS), is currently in the Operations and Support Phase of its program lifecycle. The initial deployment contract was awarded in December 2005 and the support piece of that contract expired June 2016. The contractor's contract expiration also marked end of useful life of many of the CARTS components which drives the business case for a CARTS Replacement/Modernization effort or CARTS R/M. The contractor was awarded a competitive, single award, indefinite-delivery/indefinite-quantity, firm-fixed-price contract for CARTS R/M, the modernization of the DeCA’s point of sale hardware equipment in June 2016. The CARTS R/M period of performance consists of a five-year base period with five one-year option periods for a total contract life cycle of 10 years.
Additionally a new and different contractor was awarded a competitive, single award, indefinite-delivery/indefinite-quantity, firm-fixed-price contract for an Enterprise Business Solution (EBS), the modernization of the Defense Commissary Agency's (DeCA) resale business operations. The period of performance consists of a five-year base period with five one-year option periods for a total contract life cycle of 10 years.
Continuing to modernize DeCA through the EBS efforts, the PMO and CTO are working to streamline and modernize the DeCA’s application portfolio to improve mission support, reduce complexity, achieve efficiencies, and reduce vulnerabilities while maintaining outstanding levels of customer service to our community and continue to provide a benefit to the Warfighter.
The contractor under this ID/IQ contract will be expected to provide services needed to support all systems and programs (enterprise, portfolio, program, or system level) managed by the DeCA PMO and CTO as well as the functional Directorates supported.
