About this opportunity
The Air Force Life Cycle Management Center (AFLCMC) announced ongoing Engineering, Professional, and Administrative Support Services (EPASS) Round 3 and Round 4 Fair Opportunity Competitions for advisory and assistance services supporting AFLCMC, HQ AFMC, and AFIT. This is a 100% small business set-aside program; only prime offerors within the GSA OASIS+ Small Business IDIQ and specified domain/NAICS pools are eligible for task order awards. As of 24 April 2025, EPASS discontinued the requirement that contractors recertify small business size status at the task order level; size determinations are governed by OASIS+ SB IDIQ Solicitation #47QRCA23R0001 (15 June 2023), Section G.3.1.7, and applicable FAR and CFR provisions. Task order opportunities span fighter aircraft (F-15, F-16, F-22, F-35), mobility platforms, ISR systems, rotary-wing programs, and directorate support across multiple Air Force bases. Fair Opportunity Proposal Requests are communicated to eligible OASIS+ SB vendors through eBuy.GSA.gov. The phasing plan, current as of 24 July 2026, tracks 89 opportunities extending through September 2027, with three cancelled and one protested acquisition. Primary technical domains are R&D (NAICS 541715) and Test & Evaluation (NAICS 541330).

27 September 2024 Update:
Availability of GSA OASIS+ MAC IDIQ has been delayed due to protest(s), however, EPASS has begun preliminary market research utilizing SAM.gov by posting open RFIs for the remaining Round 3 FOCs to identify Domain/NAICS. NOTE: EPASS is a 100% small business set-aside program. We are committed to maximizing opportunities for small businesses, as it is a foundational part of our acquisition strategy. Due to industry concerns, EPASS has carefully taken the appropriate measures to adjust the qualifications for competing for follow-on work. These measures are intended to keep EPASS work grounded in its foundation, operating in accordance with small business regulations, and supporting the DoD and DAF Small Business Programs. In addition, we acknowledge that implementing federal government-driven strategic sourcing has resulted in larger task orders, but we remain committed to promoting small business opportunities regardless of task order size.
