This solicitation seeks proposals to provide fieldcraft instruction services to support the United States Air Force Expeditionary Center located at Joint Base McGuire-Dix-Lakehurst in New Jersey. The Air Force 87th Contracting Squadron is requesting these services which include program management, general and specialized fieldcraft instruction, role players, opposing forces support, and vehicles. The contract will be a single-award firm-fixed price indefinite delivery/indefinite quantity contract awarded to a service-disabled veteran-owned small business. The evaluation criteria will be based on technical acceptability, past performance, and price, with past performance being more important than price. Proposals are due by January 25, 2021.

The potential period of performance is one month for phase-in starting in September 2021, followed by a one year base period and four one-year option periods extending through October 2026. 1. Introduction: The U.S. Air Force 87 Contracting Squadron (CONS), Joint Base MDL, New Jersey, on behalf
of the USAF Expeditionary Center (EC) located on JB-MDL, NJ. has a requirement for providing Fieldcraft
instruction services in accordance with Performance Work Statement (PWS) (Section 1.2, Attachment 0001)
dated 19 August 2020.
2. Contracting Strategy: The Government contemplates a single award of a Firm Fixed Price (FFP) Indefinite
Delivery Indefinite Quantity (IDIQ) contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB).
The acquisition is based upon competition to represent the Best Value to the Government. For proposal
instructions and submittal information, see FAR 52.212-1, entitled Specific Instructions, Conditions, and
Notices to Offerors. For the basis of award, see FAR 52.212-2, entitled Evaluation Factors for Award.
3. Period of Performance (POP): The anticipated PoP is as follows:
(Optional) Phase-In Period, One (1) Month PoP from 12 Sep 2021 through 11 Oct 2021. The government
expects the contractor to be able to perform the requirements of this contract on 12 Oct 21
Base Period, Twelve (12) Month PoP from 12 Oct 2021 through 11 Oct 2022.
Option Year 1, Twelve (12) Month PoP from 12 Oct 2022 through 11 October 2023.
Option Year 2, Twelve (12) Month PoP from 12 Oct 2023 through 11 October 2024.
Option Year 3, Twelve (12) Month PoP from 12 Oct 2024 through 11 October 2025.
Option Year 4, Twelve (12) Month PoP from 12 Oct 2025 through 11 October 2026.
4. Contract Kind/Type: This will be a firm-fixed-price type contract.
5. All options, if exercised, will be exercised in accordance with the terms and conditions of the IDIQ. Option

7. A Contracting Officers Representative (COR) will monitor Contractors performance in accordance with
Solicitation Attachment 0004, Quality Assurance Surveillance Plan (QASP)
8. If Offerors have questions they are requested to submit them grouped by solicitation section and make
reference to the particular Section / subsection number. Questions must be received not later than 17 November
2020 at 1600 Eastern Time to Maggie Falkner at maggie.falkner.1@us.af.mil . Questions or requests for
extension submitted after the cut-off date will not be considered.
9. This Executive Summary has been prepared as an aid to you, the potential offeror. The Government has made
every effort to accurately reflect the requirements and information contained in this solicitation. However, if
there are any inconsistencies between the executive summary and the solicitation, the solicitation will govern.
10. Not Separately Priced (NSP): Contractor Manpower Reporting is a requirement under CLIN 0020 and
applicable for the entire life of the resultant contract.
