GENERAL
GENERAL QUESTION: Can the Government provide the total number of General Instructors used simultaneously during the preceding 12 months?
RESPONSE: See Amendment. The Government will order services in the quantities necessary to meet its requirement. The requirement can best be conceptualized as the number of instructors required to instruct a given number of students at a 2:15 Instructor to Student Ratio (ISR). For example, at the steady state requirement of 150 students it would require 20 available Instructors. Should the number of students required to be taught increase by 15, an additional 2 instructors would be required.
Fieldcraft courses run approximately 220 days out of the year in varying degrees of student throughput. The Government may require varying quantities of students to be taught varying skills.
The Task Order will specify the CLINs to be executed to address the need.
GENERAL QUESTION: Can the Government provide a current breakdown of assigned contract instructors sorted by their current qualification status as required by AFMAN 36-2655 for Arming Groups A, B, and C?
RESPONSE: Staffing information cannot be provided by the government. All staffing must be determined by the contractor.
GENERAL QUESTION: Has the USAF EOS Fieldcraft training program experienced any previous COVID-19 training cancellations, delays, etc. that have resulted in a reduced number of contract instructors? Also, if DOD imposes a future COVID-19 stop travel order will EOS Fieldcraft courses be impacted?
RESPONSE: Training cancellations, delays, and shifts were caused by COVID-19 but none specific to the question. The second question can only be answered with speculation.
GENERAL QUESTION: Will the government provide a historical schedule or in lieu of historical data a sample schedule?
RESPONSE: See Attachment 0007.
GENERAL QUESTION: Will the Government please offer another NLT date for questions?
RESPONSE: The due date for questions was moved up to 17 Nov to allow the government sufficient time to answer them in time for the closing of the solicitation.
GENERAL QUESTION: What is the current instructor composition (i.e. number of C-IED, Medical, Driving, etc.)?
RESPONSE: See Amendment. The Government will order services in the quantities necessary to meet its requirement. GENERAL QUESTION: Are the following wage determinations correct: 15090 for the instructors?
RESPONSE: Instructors are occupation code 15095 - Technical Instructor/Course Developer.
GENERAL QUESTION: This is a significant contract that will take a lot of preplanning and prework. Is there a provision to invoice and receive funds during the mobilization period prior to execution?
RESPONSE: No, there is no such provision.
GENERAL QUESTION: Since this Contract is an IDIQ, does the government anticipate multiple mobilization events? Will each task order that is issued include the CLIN for “mobilization”? The “optional” mobilization CLIN, if there is an anticipation that the government will not need Task Orders issued every month, there may be a need for multiple mobilization events. Please clarify how the contractor is anticipated to act between the different task orders?
RESPONSE: Adequate time will be provided to allow the contractor to mobilize before any task order is issued.
GENERAL QUESTION: When is the estimated award date?
RESPONSE: The award date will greatly depend on the number of proposals received.
GENERAL QUESTION: “While electronic submissions or mailed-in proposals are preferred, hand-carried proposals will also be accepted.” Would the Government prefer electronic or mailed-in submission?
RESPONSE: Electronic submission is preferred.
GENERAL QUESTION: How large of a Role Player group is needed?
GENERAL QUESTION: Will the government be providing the attendee list for the site visit 13 Nov 2020?
RESPONSE: Yes, that has been provided below.
GENERAL QUESTION: Is there an incumbent contract? What is the value of the current contract?
RESPONSE: Yes, however the value cannot be provided at this time.
GENERAL QUESTION: Will the Government conduct COVID-19 screenings of contractor personnel when arriving at the EOS School House; I.E., temperature readings of contractor personnel?
RESPONSE: In accordance with installation public health guidance. Conditions subject to change depending on HPCON levels.
GENERAL QUESTION: Since this is an IDIQ, are there set course timelines and schedules planned or will those be developed in conjunction with the government? What is the anticipated Task Order schedule?
RESPONSE: The Government intends to order the appropriate number/skillset of CLINs in the Task Order to meet its requirements. The Government will use the services it orders.
GENERAL QUESTION: Will the Government provide a Course Information – Approximate Lesson Time similar to the Table in Paragraph 2.1 of Section 2 in the PWS dated “Revised 24 July 2018” as well as the “Typical Annual Schedule of Fieldcraft Classes” figure in Attachment F of the same PWS?
RESPONSE: No. This is a different contract. See Amendment for clarification. The Government intends to order the appropriate number/skillset of CLINs in the Task Order to meet its requirements.
PRICE PROPOSAL
PG 4 – Pricing Schedule – QUESTION: CLIN X014 lists 300ea role players. What does this QTY represent;
i.e. 300 role players during a 12 month period at 8 hours per day, or something else?
RESPONSE: Please see amended solicitation for clarification.
PG 4 – Pricing Schedule – QUESTION: CLINs X015 and X016 are requesting OPFOR personnel with QTYs listed at 150ea and 800ea respectively. What does the Government mean by these numbers?
RESPONSE: Please see amended solicitation for clarification.
PG 4 – Pricing Schedule – QUESTION: Can the Government provide a breakdown of the number of vehicles by type for Offerors to price?
RESPONSE: See Amendment for clarification. The Government intends to order between 10 and 30 vehicles in increments of five for 12 months; armored or unarmored or a mix. Provide approximately 25% of unarmored SUVs with a manual transmission and 75% with an automatic transmission. All armored SUVs must be automatic transmission. The US Environmental Protection Agency and US Department of Energy’s Office of Energy Efficiency & Renewable Energy annually publish a Fuel Economy Guide that lists examples of Standard Sport Utility Vehicles. They categorize Standard SUVs as SUVs having a Gross Vehicle Weight Rating of 6,000 to 9,999lbs. The armored vehicle should have the handling characteristics, door weight, and glass thickness commensurate with NIJ Level IIIA but needn’t meet any specific ballistic protection requirement.
PG4 – Pricing Schedule – QUESTION: Will the government please clarify and explain how TOs will be issued in 6 month increments but changes to requirements for number of instructors could change every 6 weeks? This would mean that a bidder needs to bid the maximum number of instructors possible for each 6 month period since the number of instructors is unknown and changing during the 6 month period. Please clarify.

PG4 – Pricing Schedule – QUESTION: Will the government please clarify these CLINs and they are the same for the option years as well.
A) CLIN 0002 and 0003 are the exact same (length/PWS requirement/qty?
B) CLIN 0006 and 0007 are the exact same (length/PWS requirement/qty?
C) CLIN 0011 and 0012 are the exact same (length/PWS requirement/qty?
D) CLIN 0014 qty is 300 unit is each so is that 300 role players full time for the entire 12 month period or should that be 300 hours of role players?
E) CLIN 0015 qty is 150 unit is each so is that 150 OPFOR full time for the entire 12 month period or should that be 150 hours of OPFOR?
F) CLIN 0016 qty is 800 unit is each so is that 800 OPFOR full time for the entire 12 month period or should that be 800 hours of OPFOR?
C) CLIN 0017, 0018 and 0019 are the exact same (length/PWS requirement/qty?
RESPONSE: See amendment for clarification.
PG 4 – SEC B//QUESTION: Why is there a difference in the quantity of OPFOR line items (0015-0016)?
RESPONSE: See amendment for clarification.
PG 4 – SEC B / General // QUESTION: Will the government please clarify the level of price details required for submission?
RESPONSE: The only pricing required is a unit price and an extended price for each CLIN for the base and all option years.
PG 4 – SEC B / General CLIN // QUESTION: Can the Government provide desired quantities of each instructor type with specified QTYs?
RESPONSE: See Amendment. The Government will order services in the quantities necessary to meet its requirement. The requirement can best be conceptualized as the number of instructors required to instruct a given number of students at a 2:15 ISR. PG 4 – SEC B / General CLIN // QUESTION: Can the government confirm that the Unit Price is to be left blank for CLINs 0020, 1019, 2019, 3019, and 4019 in the price proposal, or are contractors to fill in the Unit Price with the government provided NTE amount listed?
RESPONSE: That is correct. You may complete that item with the government provided NTE amount.
PG 4/5 – SEC B / General CLIN // QUESTION: Can the Government clarify if CLINs X002, X003, X006, X007, X011, X012 are all supposed to have 12 month quantity?
RESPONSE: Yes, that's correct. Quantity needs to be corrected to show how many times we plan to execute the 12 Month Task orders
PG 4/5 – SEC B / General // QUESTION: Can the Government confirm if other OCONUS related costs such as DBA, visas, passports, work permits, etc. are allowable under the Travel CLINs?
RESPONSE: No the Government does not cover costs for Passports, Visas, or any other associated costs.
PG 4 -- SEC B / General // QUESTION: Please confirm that the Government expects pricing to be placed in the Pricing Schedule on page 4 of the solicitation. Should the offeror re-build this table in the Price Proposal, or input directly into the solicitation PDF?
RESPONSE: Either method is fine as long as it's identified as your price proposal.
PG 4 – SEC B/General//QUESTION: A number of CLINS appear replicated with no explanation in the Supplies/Service column or within the referenced PWS paragraph on how one is distinguished from the other. For examples: A) Both CLINs 0002 and 0003 state “Program/Site Manager in accordance with PWS paragraph 2.5, Firm Fixed Price; 12-months”. And, B) CLINS 006, 007 and 008 involve the exact same Supplies/Service, with the Quantity set at 12, 12 and 6 respectively. This type of CLIN-replication continues throughout the Base and Option year CLINS 009 through 018. Can you please clarify exactly what is to be priced in each CLIN or explain the difference between the duplicated CLINs?
Price Proposal//QUESTION: As a SCA hourly contract, is the government going to allow overtime payment to employees who exceed 40 hours per week?
RESPONSE: Overtime is not anticipated, but is possible due to the COVID-19 environment. Staffing and pricing is all up to the contractor to determine.
Price Proposal//QUESTION: Will the Government provide the contractor authorization to use GSA sources/pricing for vehicle purchasing?
RESPONSE: No, that is not something the government can consider.
Price Proposal//QUESTION: CLINs 0002 and 0003 appear to be for the same item (Program/Site Manager IAW PWS 2.5), please clarify.
Price Proposal//QUESTION: CLINs 0006 and 0007 appear to be for the same item (Medical Instructors IAW PWS 2.6 and 2.8), please clarify. Also, are we to provide pricing per month per instructor?
PG 4 – SEC B / General // QUESTION: There seem to be redundant CLINs, which are identical such as CLINs 0002 and 0003. CLINs 0006 and 0007. CLINs 0011 and 0012. CLINs 0017, 0018 and 0019. Please clarify whether these CLINs are intentionally supposed to be identical?
RESPONSE: Yes, that is correct. Please see amended solicitation for clarification on CLINs.
Role Player CLINs and CLINS 0013, 0014, 0015//QUESTION: For CLIN items such as Role Players and OPFOR (0013, 0014, 0015), they are required to be priced as “each”. As per checked box 1 52.222-41, Service Contract Labor Standards on page 112 of the solicitation will the contractor be provided the number of hours in a typical work day to price accordingly as SCA hourly employees?
RESPONSE: This will be a typical 8-hour workday.
Instructor CLINs//QUESTION: For all CLIN items it states to provide pricing for 12 or 6 months for instructors as per PWS 2.6. PWS 2.6 states an estimated student load of 150 to 480 students with an instructor student ratio of 2:15. In the previous solicitation for this effort, Notice ID: FA4484-16-R-0020, it specified pricing for a flight of 30 students. Will the government provide a student value to the CLIN to allow for exact pricing?
RESPONSE: See Amendment. The Government will order services in the quantities necessary to meet its requirement. The requirement can best be conceptualized as the number of instructors required to instruct a given number of students at a 2:15 ISR. For example, at the steady state requirement of 150 students it would require 20 available Instructors. Role Player and OPFOR CLINs//QUESTION: What is the frequency and duration requirement for Role Players and OPFOR?
Solicitation CLIN Structure pages 4 through 13, specifically CLINs 0014, 0015, 0016, 1013, 1014, 1015, 2013, 2014, 2015, 3013, 3014, 3015, 4013, 4014, and 4015//QUESTION: In the “Unit” column it states “Each”. Is this reference equal to “hours”, meaning for CLIN 0014 it is 300 hours?
CLIN 0017//QUESTION: The solicitation shows CLIN 0017 (vehicles) are priced in "Months" but the PWS paragraph 2.11 indicates there is a variation of 10 to 30 vehicles. Perhaps we might quote by individual (each) vehicle per year? Or maybe price 10 vehicles for 12 "Months?" The need to provide 100-200% more vehicles are hard to price on a lowest price contract format.
CLINs 0014-0016//QUESTION: The solicitation CLINs 0014-0016 (role players and OPFOR) are priced as "Each" but is unclear if that is a full time or part time requirement by course.
CLINs 0014-0016//QUESTION: What are the number of labor hours for the "Each" requirements?
CLIN Structure//QUESTION: CLINs 0004 and 0005 reference PWS paragraph 2.6 on qualifications for General Instructors, but there is no reference to the number of required instructors. Please clarify. Are we to provide pricing per month per instructor?
FAR CLAUSE 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
Para. C(3) // QUESTION: Can the Government confirm there is no page limit for Part III – Past Performance Information?
RESPONSE: There is no page limit for this section.
Overall Submission//QUESTION: Are there any formatting specifications (i.e., font, font size, margins) for Parts I, II, and III?
RESPONSE: Please keep submissions to the following specifications: 8.5x11 paper size, font size no smaller than 10, 1-inch margins.
PG 147 – Part II – Technical Proposal // QUESTION: Page 147 says “The Technical proposal is comprised of only one single technical factor.” Page 152 lists two evaluation subfactors under the Technical volume. Please clarify, is there one evaluation factor or two subfactors?
RESPONSE: There are two subfactors for technical acceptability—the staffing plan and the measure of merit.
PG 148 – Part III – Past Performance Information // QUESTION: Does the government desire:
a. One list of five of the most relevant contracts that includes a reference from each party to the arrangement, or
b. Separate lists of the most relevant contracts from each party to the arrangement?
If b, then must each party to the arrangement list five?
RESPONSE: Contractor can submit however they want, however keep in mind the Government will evaluate past performance of the prime and any subcontractor that will perform major or critical aspects of the requirement in addition to any key personnel equally.
PG 148 – Part III – Past Performance Information – (b) Performance Surveys // QUESTION: Can we include projects/contracts that personnel performed if they are being utilized as Key Personnel – we can call that out and leverage this experience in the proposal for this RFP. For an example, if one of the Key Personnel positions is the Program Manager, then we can also use a past project or contract that the person we submit as a PM previously supported in that same role. Is that correct?
RESPONSE: Yes, the Government will evaluate past performance of the prime and any subcontractor that will perform major or critical aspects of the requirement in addition to any key personnel equally.
FAR CLAUSE 52.212-2 EVALUATION--COMMERCIAL ITEMS
GENERAL // QUESTION: Instructions to Offerors states Offerors shall “clearly demonstrate an understanding of all tasks specified in the PWS and describe the approach to perform the requirements of the technical factor.”
The Evaluation Factors for Award lists two subfactors discussing organization staffing and manning utilization plan/approach (Subfactor 1), and a staffing chart (Subfactor 2). This criteria does not state the Offeror’s approach and understanding of all tasks specified in the PWS as an evaluation factor.
Can the Government clarify the Evaluation Factors are correct?
RESPONSE: Yes, the evaluation factors are correct.
TECHNICAL ACCEPTABILITY//QUESTION: Under Technical Acceptability, the solicitation states “Requirement is met when the offeror provides a staffing plan to include a staffing chart that describes qualified personnel, recruitment and retention plan considering local market conditions, classroom capabilities and course overlap necessary to meet instructional and administrative requirements of the PWS and Appendix B.” However, classrooms are provided by the Government at Joint Base McGuire-Dix- Lakehurst, NJ. Can the Government clarify the requirement for Offerors to address classroom capabilities?
RESPONSE: There is no requirement for the contractor to provide classroom capabilities.
TECHNICAL ACCEPTABILITY//QUESTION: The measure of merit requires a staffing plan that meets “course overlap necessary to meet instructional and administrative requirements of the PWS and Appendix B.” The solicitation doesn't contain any course scheduling information necessary to address course overlap. Please clarify.
RESPONSE: See Amendment. The Government will order services in the quantities necessary to meet its requirement. The requirement can best be conceptualized as the number of instructors required to instruct a given number of students at a 2:15 ISR. For example, at the steady state requirement of 150 students it would require 20 available Instructors. TECHNICAL VOLUME SUBFACTOR 2//QUESTION: In the Technical Volume Subfactor 2 the statement “classroom capabilities” is made. Is there a requirement for the contractor to provide a classroom or multiple classrooms? Will the government please clarify what is meant by “classroom capabilities” as an evaluation factor as that is not listed as a Technical Volume submission requirement or in the PWS?
PG 120 – Addenda to FAR 52.212-2 para B – Price Evaluation // QUESTION: Item B. Price Evaluation states “An offeror's proposed prices will be determined by multiplying the quantities identified in Section B by the proposed unit price for each Contract Line Item Number or Subcontract Line Item Number to confirm the extended amount for each.” However there is no Section B. Can the Government confirm that this should be referencing the Pricing Schedule instead of Section B?
RESPONSE: Yes, this refers to the pricing schedule which is located in Section B of Solicitation (IAW FAR 15.204-1 Uniform Contract Format – Section B – Supplies or services and prices/costs).
PG 152 – Addenda to FAR 52.212-2 -- BASIS FOR CONTRACT AWARD//QUESTION: According to the Basis for Contract award, it states under Measure of Merit (Subfactor 2) resumes are not to be included. Is it acceptable for the contractor to identify the proposed Program Manager and their career highlights as that position holds great significance for the overall execution and quality control of the contract?
RESPONSE: Yes, that is acceptable.
PG 153 – Addenda to FAR 52.212-2 – BASIS FOR CONTRACT AWARD // QUESTION: While resumes are not to be included, are offerors permitted to include bios of potential candidates with names redacted?
RESPONSE: Names can be redacted and resumes/bios can be included.
PG 153 – Addenda to FAR 52.212-2 para C // QUESTION: Please clarify the difference between “Past Performance” and “Performance Confidence Assessment”. We interpret that if we have a “Neutral Past Performance” but can demonstrate through our Organizational Staffing and Manning Utilization Plan/Approach; including detailed information with regard to the knowledge, skills and abilities for providing FieldCraft Services, that it is possible for an offer to earn better than “Neutral Confidence”. Is that true?
RESPONSE: No, the staffing plan will be evaluated separately during the technical evaluation process.
This is given an “acceptable/unacceptable” rating. The past performance is evaluated on its own and given a confidence rating. The past performance information is not compared to the technical proposal.
PG 153 – Addenda to FAR 52.212-2 para D// QUESTION: If an offer is deemed “Neutral Confidence”, can that offeror still be awarded the contract?
RESPONSE: Yes, that is technically possible.
PERFORMANCE WORK STATEMENT (PWS)
General//QUESTION: Can the Government provide the course syllabus and/or the training schedule for each course supported by contract instructors; i.e. the EOS course catalog lists approximately 55 in-residence courses conducted at Ft. Dix across 11 of the 13 course types.
RESPONSE: Yes, schedule provided as an attachment.
General//QUESTION: The USAF Expeditionary Operations School lists approximately 110 courses conducted between Ft. Dix and two detachments (Det. 1 Hulburt Field and Det. 2 Scott AFB). Not considering online (web based training) which in-residence courses are taught by contract instructors?
The word "are" in the question indicates an inquiry concerning current practices. Current practices are not indicative of those foreseen in the PoP for this solicitation. See Amendment. The Government will order services in the quantities necessary to meet its requirement. The requirement can best be conceptualized as the number of instructors required to instruct a given number of students at a 2:15 ISR. For example, at the steady state requirement of 150 students it would require 20 available Instructors. Should the number of students required to be taught increase by 15, an additional 2 instructors would be required. General vehicle//QUESTION: Will the government provide the make, model, and year of the current fleet so that offerors can build a mirroring fleet in order to ensure current needs are met?

PWS para. 1.2//QUESTION: Can the Government provide more details regarding the training course, modules, or lesson topics during which general soldiering skills are to be taught; i.e. convoy operations, dismounted/urban tactics, TCCC, ALS, land navigation, tactical movement, etc.?

PWS para. 1.2//QUESTION: The Government lists vehicle roll over and egress training as part of the Fieldcraft training requirements. Does the Government have any expectations for the contractor to provider roll over simulator(s) for use during training modules incorporating roll over egress?
RESPONSE: No.
PWS para. 1.2//QUESTION: The Fieldcraft training lists 15 subject areas but does not specifically address which courses are included. Can the Government provide details regarding which courses are trained?
RESPONSE: See Amendment for clarification. The Government will order services in the quantities necessary to meet its requirement. RESPONSE: The Government requirements for this contract are in large part beholden to other, external Government organizations requirements so opining on intent would be speculation. PWS para. 1.2.5//QUESTION: Define “Advanced Life Saving Skills.” Can you please list the tasks that the government is looking for under advanced life-saving skills beyond TCCC?
RESPONSE: The skills covered by the requirements outlined in paragraph 2.8 and its subparagraphs.
PWS para. 1.2.7//QUESTION: Will weapons sustainment include us conducting any Air Force qualification courses of fire or just field maintenance instruction?
RESPONSE: Weapon qualifications will be provided at the government’s expense and will provide weapons, ammunition, range space, manpower and documentation. Select individuals may qualify on Air Force crew served weapons depending on availability and need for the qualification. Qualifications will be provided on an as needed basis, such that not all contractors may require both handgun and rifle certification and thus only be qualified on one weapon. Refer to AFMAN 36-2655 for Air Force Qualification requirements.
PWS para. 1.2.8//QUESTION: Will contract instructors be authorized to operate the Government provided MRAP roll over simulators? If yes, does the Government hold contractors harmless should any Government students become injured during roll over training?
RESPONSE: Yes. No broad Hold Harmless agreement exists. The MRAP Rollovers are maintained by a separate contract and are to be operated in accordance with the manual.
PWS para. 2//QUESTION: In the Performance Work Statement (PWS), Section 2. Are the curriculum, tasks, conditions, standards provided for the courses or will the awardee be responsible for course design/content as well?
RESPONSE: The Government will be responsible for course design and content.
PWS para. 2.1//QUESTION: On average, how many instructors are deployed as part of a Mobile Training Team (MTT) and how long are these MTT training events?
RESPONSE: Currently no MTTs are executed. Future MTTs are not foreseen to exceed 30 days and may involve 20 to 64 vendor instructors.
PWS para. 2.1.6//QUESTION: Will the USAF handle/support the secret clearance requirement for the site manager and C-IED instructors? Or will the contractor be required to obtain separately?
RESPONSE: The contractor shall assume all internal administrative costs (e.g. finger printing, forms) leading up to submission of personnel clearance requests to the appropriate agencies. The government assumes costs and conducts security investigations for Secret facility security clearances.
Background check will be performed by the Government. Security clearance needn't be active at contract start. An interim clearance will be accepted.

RESPONSE: No. Navy/Marine and Army instructor methodology courses will only be applied if they are recorded on the instructor’s Sailor/Marine American Council on Education Registry (SMART) or Army/American Council on Education Registry Transcript System (AARTS) and upon completion of SMART or AARTS review by CCAF. There are no contractors that were waived from completing the Academic Instructor Methodology Course due to them having completed a CCAF approved Equivalent Instructor Course.
PWS para. 2.6.8//QUESTION: Will the government provide the 2-week USAF EOS instructional methods course, Academic Instructors Course for all contractor provided instructors on this program? Is there a cost to the contractor for providing this course for instructors?
RESPONSE: Yes. No cost to contractor.
PWS para. 2.6.9//QUESTION: According to section 2.6.9, contractors shall attend Army Support Activity Dix training – how long is this training?
RESPONSE: Approximately 30 min of training (video) and a test taking approximately 10 min.
PWS para. 2.6.10//QUESTION: 12 Attachment 0001, Performance Work Statement, 2.6.10 Will the Government provide annual recertification training for CPR and AED for all assigned contract instructors, or will the contractor be required to maintain these qualifications independent of any GFE courses?

PWS 2.6.11//QUESTION: Will the contract instructors be required to conduct a physical fitness test during the transition in phase and annually thereafter?

Would the government be agreeable to allowing instructors to get recertified after contract award and prior to beginning performance on the contract? In addition, are online certifications sufficient?
RESPONSE: Question is overly broad and cannot be answered without a greater degree of specificity.
Recertifying on CPR is a wildly different matter than recertifying on a Physician’s Assistant qualifications. During the mobilization period a training and certification plan would be developed and submitted with the help of EOS Faculty and Staff Development personnel.
PWS para. 2.6.12//QUESTION: Will the contractor be able to use the 44-passenger buses for transporting OPFOR and Role Players, and instructors to and from training events?
RESPONSE: If available, although these are typically for transport of students. These requirements will be incorporated into the training and certification plan. Some contract personnel may be required to obtain Class B CDL's to operate the buses. For military vehicles, the USAF will provide specific training and government licensing once qualified on vehicles.
PWS para. 2.6.12//QUESTION: What specialized driver's license requirements (civilian/military) are required to transport students? Would transport be on base, off base, or combination?
