RESPONSE: CLIN X001 is a 12 month CLIN.
Pricing Schedule, CLIN X002//QUESTION: Pricing Schedule, CLIN X002 Can the Government confirm that the intent for the Unit Price of the Program/Site Manager for this CLIN should be for a 12 month task order (which can be utilized once in a base or option period)? i.e. CLIN 1002 should be priced based upon a 12 month TO period that can be called off only once.

RESPONSE: CLIN X003 is a 12 month CLIN and will be executed anywhere from 0 - 5 times. As identified in Section 2 Tasks, para. 2.3. the government has a need for the instruction of 150 - 480 students. This would equate to the instructional output of 20 - 64 instructors at a 2:15 ISR or ratio of similiar instructional output. The Government will order CLINs to meet its specific needs. For example, the instruction may involve more medical training which would likely drive an increase in the use of medical instruction CLINs and perhaps less or no general instructor CLINs. Regardless of the specific make up of instructors, the Government has articulated and foresees a need for the instruction of at least 150 students and at most 480.

RESPONSE: CLIN X013 is a one (1) day CLIN requiring two (2) Role Players. The unit price should reflect this. For instance, if the Government wanted eight (8) Role Players for one (1) day, four (4) CLINs would be executed. This CLIN will be executed anywhere from 0 - 600 times.
Pricing Schedule, CLIN X014//QUESTION: Pricing Schedule, CLIN X014 Can the Government confirm that the intent for the Unit Price of the OPFOR for this CLIN should be for a 6 month task order (which can be utilized up to 150 times per base or option period)? i.e. CLIN X014 should be priced based upon utilizing 2 OPFOR per day, but the gov’t can utilize this CLIN more than 150 times (1 x 150 = 150) and the Unit Price represents a “package” of 2 Role Players. Additionally, the range of OPFOR that can be utilized within this CLIN is 0, 4, 8, etc…up to a maximum of 600 OPFOR in a given TO period.
RESPONSE: CLIN X014 is a one (1) day CLIN requiring four (4) OPFOR. The unit price should reflect this.
For instance, if the Government wanted 16 OPFOR for one (1) day, four (4) CLINs would be executed.
This CLIN will be executed anywhere from 0 - 150 times.
Pricing Schedule, CLIN X015//QUESTION: Can the Government confirm that the intent for the Unit Price of the OPFOR for this CLIN should be for a 12 month task order (which can be utilized up to 800 times per base or option period)? i.e. CLIN X015 should be priced based upon utilizing 4 OPFOR per day, but the gov’t can utilize this CLIN more than 800 times (1 x 800 = 800) and the Unit Price represents a
“package” of 4 OPFOR. Additionally, the range of OPFOR that can be utilized within this CLIN is 0, 4, 8, etc…up to a maximum of 3200 OPFOR in a given TO period.
RESPONSE: CLIN X015 is a one (1) day CLIN requiring four (4) OPFOR. The unit price should reflect this.
For instance, if the Government wanted 16 OPFOR for one (1) day, four (4) CLINs would be executed.

Pricing Schedule, CLIN X016//QUESTION: Pricing Schedule, CLIN X016 Can the Government confirm that the intent for the Unit Price of the Unarmored Vehicle for this CLIN should be for a 12 month task order (which can be utilized up to 2 times per base or option period)? i.e. CLIN X016 should be priced based upon utilizing 5 unarmored vehicles per day, but the gov’t can utilize this CLIN more than 2 times (2 x 12 = 24 months) and the Unit Price represents a “package” of 5 unarmored vehicles. Additionally, the range of unarmored vehicles that can be utilized within this CLIN is 0, 5 up to a maximum of 10 unarmored vehicles in a given TO period.
RESPONSE: CLIN X016 is a 12 month CLIN and will be executed from 0 - 2 times. As identified in Section 2 Tasks, para. 2.11. and its subparagraphs, the government has a need for vehicles to enable the instruction of 30 - 90 students simultaneously. This would equate to between 10 - 30 available vehicles. The Government will order CLINs to meet its specific needs. For example, if the instruction no longer requires Armored Vehicles, the Government may not order any. Regardless of the specific make up of vehicles, the Government has articulated and foresees a need for at least 10 availalbe vehicles and at most 30.
Pricing Schedule, CLIN X017//QUESTION: Can the Government confirm that the intent for the Unit Price of the Unarmored Vehicle for this CLIN should be for a 12 month task order (which can be utilized up to 4 times per base or option period)? i.e. CLIN X017 should be priced based upon utilizing 5 unarmored vehicles per day, but the gov’t can utilize this CLIN more than 4 times (4 x 12 = 48 months) and the Unit Price represents a “package” of 5 unarmored vehicles. Additionally, the range of unarmored vehicles that can be utilized within this CLIN is 0, 5 up to a maximum of 20 unarmored vehicles in a given TO period.

This would equate to between 10 - 30 available vehicles. The Government will order CLINs to meet its specific needs. For example, if the instruction no longer requires Armored Vehicles, the Government may not order any. Regardless of the specific make up of vehicles, the Government has articulated and foresees a need for at least 10 available
Pricing Schedule, CLIN X018//QUESTION: Can the Government confirm that the intent for the Unit Price of the Armored Vehicle for this CLIN should be for a 12 month task order (which can be utilized up to 2 times per base or option period)? i.e. CLIN X017 should be priced based upon utilizing 5 armored vehicles per day, but the gov’t can utilize this CLIN more than 2 times (2 x 12 = 24 months) and the Unit Price represents a “package” of 5 armored vehicles. Additionally, the range of armored vehicles that can be utilized within this CLIN is 0, 5 up to a maximum of 20 armored vehicles in a given TO period.
RESPONSE: CLIN X018 is a 12 month CLIN and will be executed from 0 - 2 times. Regardless of the specific make up of vehicles, the Government has articulated and foresees a need for at least 10 available
CLIN STRUCTURE//QUESTION: It was noted that on page 7 of the questions and answers, the first question on this page states that “PG 4/5-SEC B / General CLIN // Question: Can the Government clarify if CLINS X002, X003, X006, X007, X011, X012 are all supposed to have 12 month quantity?” The Government’s response is; “Yes, that’s correct. Quantity needs o be corrected to show how many times we plan to execute the 12 month Task orders.”
Is it correct that the Government will be correcting the quantities for all CLINs to reflect the total number of times a CLIN will be executed in a 12 month period? If so, it appears that this needs to be done for all CLINs and that the unit of measure needs to changed to each. When will all CLINs be updated for the correct quantities and unit of measure?
RESPONSE: The Conformed Solication specifies, in the "Supplies/Service" column of the CLIN structure, the length of the CLIN. That number (i.e. 6 months) should be divided by the number in the "Quantity" column to determine the maximum number of times that CLIN could be executed. For instance, CLIN 0006 reflects the duration at 12 months and the quantity at 48. When 48 is divided by 12, four (4) is the outcome. Therefore, CLIN 0006 can be executed up to four (4) times.
Pricing Schedule CLINs X003-X012//QUESTION: Per CLINs X003 through X012, the CLIN descriptions state “Two (2) available instructors per option.” Does this mean that each task order execution of a CLIN will be for two (2) instructors? For example, if the Government requires 20 instructors for a given CLIN to cover 150 students for that task order, the Government will execute a quantity of 10 for that given CLIN? Some of the Government’s answers to CLIN quantity questions do not clarify this nuance of the CLIN requirement and therefore provides uncertainty as to how each CLIN should be priced.
RESPONSE: As identified in Section 2 Tasks, para. 2.3. the government has a need for the instruction of 150 - 480 students. When totaled, the instruction CLINs (if all executed) exceed the aforementioned need for the training of up to 480 students. This is so because the instruction may shift to necessitate more of some types and less or none of others. The requirement to train between 150 and 480 students is accurate.
Pricing Schedule CLINs X013-X015//QUESTION: Per CLINs X013 through X015, it states in the CLIN; “Two
(2) Role Players for one (1) day.” Or “Four (4) OPFOR for one (1) day.” And the unit of measure is “Each”. Is it correct that this means that the Government requires a unit price for the number of personnel for one (1) day and then the unit price will be multiplied times the quantity indicated? For example, if the Governments wants 2 Role Players for 5 days, then the task order will order a quantity of 5 for that CLIN?
RESPONSE: Each CLIN should represent all the personnel costs associated with it. For instance, if the Government wanted 16 OPFOR for one (1) day, four (4) CLINs would be executed.
CLIN 0001 and 0002//QUESTION: These two CLINs appear to be identical. It appears that pricing both is redundant and would artificially increase the pricing for Base Year and each option Year as well as the Grand Total in the Summary of Prices. Note 3 under the Pricing Schedule, Summary of Prices section on page 4 of the Conformed Solicitation states “Failure to provide pricing on all CLINS will be considered a nonconforming proposal and will preclude the proposal from any further award consideration” so we can’t simply leave one of the CLINs blank.
RESPONSE: CLIN X002 will only be executed should Mobile Training Teams be used. An Amendment will update the "Supplies/Services" column for this CLIN.
Multiple CLINs, Amendment 3 Pricing Schedule; Conformed Solicitation, pp 4-16//QUESTION: The ‘Two
(2) available instructors per option’ in the Supplies/Service column is confusing. For example, is CLIN 0005 asking for the price of two Medical Instructors for 12-months, or just one? Similarly, it is unclear how the ‘Two (2)’ relates to the Quantity/Unit (number of months). For example, is CLIN 0006 asking for the price of four sets of two Medical Instructors for 12-months (8 total) or simply four Medical Instructors for 12-months (48 man-months)?
RESPONSE: The unit price should capture all associated costs. Using CLIN 0006 as an example, were the Government to execute all of its options, the vendor would be required to provide (and hence price for) the instruction of eight (8) available instructors over a 12 month period. So the unit price column should reflect the costs of the instructional output of two (2) available instructors. With respect to the latter part of the question and applicable to the former answer, the Government won't opine on how many instructors or man-month costs are required to be calculated for since that is a staffing matter for each vendor to figure out on their own. Leave, injury, illness, etc. and there effect on the ability to provide the instruction necessary may affect a vendors calculus in this area.
CLINs 0013-0015, Amendment 3 Pricing Schedule; Conformed Solicitation, p6.//QUESTION: The description of ‘Two (2) Role Players or Four (4) OPFOR for one (1) day’ along with the quantity is confusing. For example, does CLIN 0013 mean 600 Role Players for 1-day, or is it 2x 600? For example, does CLIN 0015 mean 800 OPFOR for 1-day or 200 (divided by 4) for 1-Day?
RESPONSE: The unit price should represent all associated costs. For instance, if the Government wanted 16 OPFOR for one (1) day, four (4) CLINs would be executed.
CLIN Series 0009, Amendment 3 Pricing Schedule; Conformed Solicitation, p15//QUESTION: The base and Option Years 1-3 CLINs address C-IED Instructors while OY-4, CLIN 4009 addresses Role Players. Can you please confirm which CLIN description is applicable for CLIN 4009.
RESPONSE: Will be corrected in amendment.
CLINs 0001 and 0002//QUESTION: CLIN 0001 and 0002 seem to be identical, can the government please provide additional clarity on what these CLIN actual entail and when one would be used versus the other.
RESPONSE: CLIN 0001 and 0002 both entail a Program/Site Manager in accordance with PWS para.
2.5. CLIN 0001 will be for use at JB MDL. CLIN 0002 will be used if the Government requires Mobile Training Teams.
FAR CLAUSE 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
Solicitation, 52.212-1, C. Specific Instructions, 2. Part II//QUESTION: Under Technical Factor – Organizational Staffing and Manning Utilization Plan/Approach the solicitation states “The offeror shall provide a staffing plan to recruit and retain the skill sets required of the PWS and Appendix B.” However, an Appendix B was not provided. Can the Government provide a copy of Appendix B?
RESPONSE: Appendix B is entitled "0007-Notional Course Schedule.pdf" and available on SAM Beta.
FAR CLAUSE 52.212-2 EVALUATION--COMMERCIAL ITEMS
Amendment 0003’s Solicitation Questions Received/Responses file dated 22 December page 12//QUESTION: Amendment 0003’s Solicitation Questions Received/Responses file dated 22 December page 12 response states “Names can be redacted and resumes/bios can be included. However, in the Conformed Solicitation file, Evaluation Factors for Award, Section A’s Measure of Merit, it states “Resume are not to be included”.

[The contracting officer is to check a box to indicate if paragraph (k)(1) or (k)(2) applies.] There is no check box present referencing Section K applicability. Could the government please provide remedy to concerning Section K?
RESPONSE: Paragraph (k)(2) is applicable and has been marked as such.
Performance Work Statement (PWS)
PWS para. 2.11//QUESTION: Up-armored vehicles can run the gamut on specifications and with that variance comes a substantial difference in price. Are the vehicles truly supposed armored, or are they simply simulating an armored vehicle? In either case, will the government provide additional specifications so industry can accurately price and provide these vehicles?
RESPONSE: The armored vehicle should have the handling characteristics and glass thickness commensurate with NIJ Level IIIA but needn’t meet any specific ballistic protection requirement.
