About this opportunity

The National Park Service seeks demolition and removal of a composting toilet facility at Kaloko-Honokohau National Historical Park in Hawaii, with sealed bids due July 13, 2026, and a virtual bid opening on July 14, 2026. This is a 100% Small Business Set-Aside procurement.

Place of performance is Aimakapa Fishpond at Kaloko-Honokohau National Historical Park on the Big Island of Hawaii. The work scope includes removal of two Phoenix composting toilet chambers (containing composted human waste requiring 100% containment), accessible ramp, restroom structure (approximately 10 feet by 10 feet by 12 feet), appurtenances including drums, blowers, fans, ducts, hoses, conduit, wire, controls, and panels, and approximately 24 concrete piers. All debris must be disposed of at permitted solid waste landfills, with final site cleanup and restoration required.

Significant resource protection constraints apply: equipment must have rubber tires with no tracked vehicles unless equipped with road pads, dump trucks are limited to 14,000 pounds gross weight, excavators limited to 92 inches width and 20,000 pounds operating weight. Debris must be grabbed and loaded directly without ground placement to prevent gouging of lava rock. Work is restricted to daylight hours between 6:00 a.m. and 4:00 p.m., Monday through Friday, with a maximum noise limit of 75 dB(A) at 50 feet. A mandatory site visit is scheduled for June 25, 2026, requiring pre-registration. Contract performance runs August 1 through August 31, 2026, with work commencing within 7 calendar days of notice to proceed and completion within 30 calendar days.

The procurement is firm-fixed-price lump-sum, NAICS 238910 (Site Preparation Contractors), with a small business size standard of 19 million dollars. Bid bonds are required at 20 percent of bid price or 3 million dollars, whichever is less. Performance and payment bonds at 100 percent of contract price are due within 7 calendar days of award. Questions are due July 1, 2026, at 12:00 PM Mountain Time. The contract is subject to Davis-Bacon prevailing wage requirements and Buy American provisions for construction materials. Contracting officer is Michael Davidson (michael_davidson@ios.doi.gov).
