Work must comply with all DOT, EPA, OSHA, and Puerto Rico state regulations.

The period of performance runs September 1, 2026, through December 15, 2026, with one base year and four one-year option periods. The procurement covers three line items: environmental consulting and hazardous material inventory, removal, and disposal at the San Juan laboratory; the same services at the Sabana field research station; and gas cylinder removal, disposal, and manifest completion. Deliverables include waste manifests, certificates of disposal, chain of custody documentation, and final disposition reports due within 45 business days of disposal.

Contractors must demonstrate three years of relevant past performance with references, hold HAZWOPER 40-hour certification, maintain current DOT HazMat employee training, and field personnel qualified in compressed gas cylinder safety. Evaluation weighs past performance history, quality of services (submission of a Quality Control Plan required), technical approach including staffing and in-house capabilities, and price. Questions are due August 18 at 2:00 PM EST. Amendment 0001, effective August 10, extended the offer due date and updated Appendix II to include additional items for removal at the Sabana facility.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 562211  The small business size standard is $47 M  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.

The Contractor shall perform all work in full compliance with applicable federal, state, and local laws and regulations, industry standards, and the requirements set forth herein
