The contract requires an American Board of Industrial Hygiene (ABIH) Certified Industrial Hygienist (CIH) in good standing to conduct all field work and report writing. Different CIHs must perform field work and report review; one CIH cannot perform both functions. The contractor must allocate two full days per facility for comprehensive qualitative and quantitative exposure assessments covering chemical hazards (airborne metals, hexavalent chromium, crystalline silica, organic solvents), physical hazards (noise dosimetry on at least ten maintenance employees per facility using 85 dBA criterion level and 3 dB exchange rate, illumination surveys, indoor air quality testing, thermal stress assessment), and engineering controls evaluation (ventilation system testing per ACGIH guidelines, including paint spray booths at 100 fpm, welding hoods at 100 fpm, and vehicle tailpipe slots at 150 fpm). Laboratory analysis must be performed by an AIHA-LAP accredited facility. Air sampling and surface wipe sampling are excluded. Reports must be signed by a Board-Certified Industrial Hygienist and submitted within four weeks of survey completion (draft) and two weeks of receiving government comments (final).
The contract is firm-fixed-price with a 12-month base period and four optional one-year extensions. The incumbent contractor is PHASE ASSOCIATES LLC under prior contract W912K6-21-P0016. Evaluation criteria include price, past performance, small business status certification, and Supplier Performance Risk System assessment. Quotes must be valid for at least 30 days and submitted via email to Victor Mejia (victor.a.mejia4.civ@army.mil) using the specified CLIN structure.
