About this file
This is a Questions and Answers document for an Industrial Hygiene Survey Request for Quote (RFQ) issued by the Maryland Army National Guard (MDARNG) on 20260715.
The document addresses six key technical clarifications regarding survey scope and methodology. Facility information is provided through an attached Excel spreadsheet containing approximate square footages and operational details for multiple maintenance facilities. All on-site fieldwork and report writing must be performed by an ABIH-certified Certified Industrial Hygienist (CIH) in good standing, though a support technician may accompany the CIH for logistics and equipment assistance. For personal noise dosimetry samples, dosimeters must be worn for a minimum of 6 hours to be included; samples falling short of this threshold are discarded. Site lighting is mixed (fluorescent, LED, and incandescent). The Indoor Air Quality assessment focuses on equipment-based sampling of temperature, relative humidity, CO2, and CO across facility rooms rather than formal employee interviews, though informal discussions with personnel regarding IAQ concerns are permitted. Surveys will occur during day shift only, with specific report times to be provided by the MDARNG Point of Contact after contract award. The survey scope remains consistent with previous years; prior reports will generally not be issued to allow contractors to independently assess facility hazards based on their own on-site experience rather than relying solely on previous survey findings.

Questions & Answers for IH Survey
20260715
We are reviewing the Industrial Hygiene survey RFQ and would appreciate clarification on a few technical items so we can price the work accurately:
1. Do you have approximate square footage/building size for each facility, or any facility maps/layouts available?
I uploaded an excel spreadsheet to the package that has all of the approximate square footages and the different operations that occur in each facility. See attached excel spreadsheet “1c MD IH Surveys FY26
Maintenance Facilities”.
PWS says all on-site fieldwork and report writing must be performed by an ABIH CIH in good standing.
May the CIH bring a support technician for logistics/equipment assistance if the CIH performs and oversees the required IH survey work?
Yes. That is fine.
2. For personal noise dosimetry, if an employee wears a dosimeter for less than 75% of the standard workday, should that sample be considered invalid and repeated, or handled another way?
The dosimeter must be worn for a minimum of 6 hours to be included. If this is not achieved due to whatever reason, that sample is scrapped.
3. Can you confirm whether site lighting is fluorescent, LED, incandescent, or mixed?
Mixed
4. How many employees should be interviewed for the IAQ assessment at each facility?
Employees don’t need to be “interviewed” for the IAQ portion. Feel free to talk with personnel about any issues they may have, in terms of Indoor Air Quality, but this portion of the survey is mainly focused on using proper IAQ equipment to collect samples of temp, relative humidity, CO2, and CO within different rooms of the facility.
5. Are the surveys expected to occur during normal day shift only, and is there a standard report time at each facility?
Day shift only. The MDARNG P.O.C. provided will be able to get you this information as it pertains to each facility after the contract is awarded.
6. Are there any incumbent/prior contract details available that identify the previous provider or prior facility survey scope?
Survey scope is the same as it was in previous years. After the contract is awarded, we may be able to issue previous year’s reports if there is a specific question about a facility, but we prefer not to. This allows the contracted IH’s to assess the facility’s hazards and operations using their own on site experience and to not focus solely on what was looked at in previous years.
