About this file

This is a Questions and Answers document from the Maryland Army National Guard addressing clarifications to a Request for Proposals (RFP) regarding industrial hygiene survey services.

The government denied a request for a one-week extension of the proposal submittal date. Regarding personnel qualifications, the government clarified that all field work and reporting must be completed by an American Board of Industrial Hygiene Certified Industrial Hygienist (CIH), though other Industrial Hygienists may provide assistance. The government will not accept qualified IHs with alternative certifications (such as CSP) or degrees in Industrial Hygiene, regardless of hands-on experience level. For facility scheduling at William Baxter AASF, including Building E-4081 and other structures at APG Edgewood, each facility is allocated two full days to complete all necessary testing. The government clarified that air sampling and surface wipe sampling are explicitly excluded from the survey scope; all other sampling activities refer to testing of engineering controls, ventilation systems, indoor air quality (IAQ), and noise. No additional questions will be answered after July 20, 2026.

MD Army National Guard Questions

# RFP Reference Question

1 Global

Requesting at least a 1-week extension of the submittal date to allow sufficient time to complete and update the proposal following the answering of questions.

2 PWS, Section 1.2 and 2.1

Statements are included in the PWS that an American Board of Industrial Hygiene Certified Industrial Hygienist (CIH) must complete all field work and reporting. Will the government allow a CIH overseeing a team of well-seasoned Industrial Hygienists (IH) to complete field activities and reports with the understanding that the CIH will oversee their field efforts and review/quality control reports? No. The work must be performed by a CIH. They can have assistance from other IH’s but the actual survey results need to be from a CIH. Will the government consider qualified IHs with no less than 4 years of experience, for example, with other certifications such as CSP and/or a degree in IH, with hands-on experience completing similar scopes of work for 4 or more years, for example? The need may exist to include additional Industrial Hygienists with years of experience to complete the scope of work. No. The work must be completed by a CIH.

3 PWS, Attachment 8

The William Baxter AASF states, "Bldg. E-4081 and others, APG Edgewood". Shall we assume this facility is a 2-day event even though "others" may include additional buildings? PWS states that each facility is given 2 full days to complete the necessary testing.

PWS, Section 3.10 and Global and Synopsis Task 2 through Task 3

The following statement in PWS Section 3.10 states, "Air sampling and surface wipe sampling are strictly excluded from the scope of these surveys." The remainder of the PWS and Synopsis (Task 2 through 3) includes text about collecting various samples. Requesting clarification on the Section 3.10 statement. Air sampling and wipe sampling are not to be completed during these surveys as per PWS. The rest of the sampling refers to testing engineering controls, ventilation systems, IAQ, and noise. The first statement was put in to clarify that there will be no air or wipe samples completed.

“No more questions will be answered after 20 July 2026”.
