About this file

This is a Questions & Answers document that clarifies requirements for an industrial hygiene survey contract.

The document addresses four key clarifications regarding contract performance requirements. First, all field work and report writing must be performed directly by a Certified Industrial Hygienist (CIH), not by an industrial hygienist working under CIH direction. Second, the requirement mandates that different CIHs must perform the field work and conduct the report review—one CIH cannot perform both functions. Third, vendors may submit partial invoices upon completion of each individual facility survey rather than waiting to submit a single invoice for the entire year's CLIN. Fourth, regarding noise dosimetry requirements in section 3.4, if a facility has fewer than 10 maintenance employees (excluding contractors and state employees), vendors should collect as many personnel dosimetry measurements as possible rather than being limited to fewer than 10 measurements. These clarifications establish staffing qualifications, invoice procedures, and sampling flexibility for facilities with smaller workforces.

Questions & Answers

- Per the PWS sections 1.2 and 2.1, please confirm that all field work and report writing must be done by a CIH rather than an industrial hygienist working under the direction of a CIH.

That is correct.

- On the combined synopsis page 2 under task 4, the report must be reviewed by a CIH. If all field work must be performed by a CIH, is the requirement that one CIH must complete the field work and a different CIH must conduct the report review?

Yes.

- The combined synopsis lists one CLIN per year of surveys. Is it acceptable to submit partial invoices for each completed facility report rather than submitting one final invoice for the entire year’s CLIN?

Upon completion of the survey required. Vendor will submit the invoice for payment.

- For the noise dosimetry under section 3.4, please confirm that if there are less than 10 maintenance employees (excluding contractors and state employees), that it’s acceptable that less than 10 noise dosimeter measurements be collected.

If there are less than 10 employees (which will definitely be the case at some of the smaller facilities) gather as many personnel for dosimetry as you can.
