About this opportunity
Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is conducting a Call for Solutions on behalf of the Defense Commissary Agency (DeCA) for an Enterprise Grocery Product Content Creation, Management, and Syndication Software-as-a-Service solution, with Phase 1 Solution Brief submissions due October 13, 2026 at 10:00 AM EDT. The procurement is unrestricted with no set-aside.
DeCA operates 235 commissaries across 45 states, 13 countries, and two U.S. territories, serving all uniformed services in CONUS and OCONUS locations. The agency currently manages product content through manual, fragmented workflows resulting in inconsistent imagery and delayed publishing. DeCA seeks an integrated commercial SaaS platform combining Digital Asset Management (DAM), Product Information Management (PIM), content creation services, supplier collaboration tools, and automated system integration to establish a single source of truth for grocery product content.
The requirement is structured around four severable Areas of Interest: Product Content Acquisition, Photography & Creation Services (AOI 1); Centralized DAM and PIM Platform (AOI 2); eCommerce Product Content Enablement, Multi-Channel Syndication & Merchandising Support (AOI 3); and Supplier Collaboration Portal & Automated Integration Services (AOI 4). Offerors may propose solutions for one, some, or all AOIs and may receive independent evaluation and multiple awards per AOI.
Solution Briefs must not exceed ten pages (12-point Times New Roman, single spacing, 1-inch margins) in PDF format, submitted via email or portal. Submissions must include itemized pricing per AOI, high-level project schedules with onboarding ideally under 30 days, and organizational conflict of interest analysis. The Government will evaluate technical merit first, followed by schedule and cost feasibility. Solutions must comply with CMMC Level 2, FedRAMP High/DoD Impact Level 5, NIST SP 800-171, achieve 99.5 percent monthly uptime, and integrate with DeCA's SAP/ARTS, GS1 GDSN, Oracle, and POS systems via REST APIs and SFTP. Initial Operational Capability is required within 30 calendar days of award. Production Go-Live for AOI 1 and AOI 2 is January 26, 2027; Pilot Implementation launch for AOI 3 is January 31, 2027. The anticipated period of performance is one base year plus four option years as firm-fixed-price. Contracting Officer: Shelby A. Saum (shelby.a.saum.civ@army.mil); Contract Specialist: Jimmy H. Dinh (jimmy.h.dinh.civ@army.mil).
