About this opportunity

The United States Transportation Command (USTRANSCOM) is seeking to procure enterprise architecture, data management, and information technology engineering services through a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The scope of work includes operational and system perspectives across command and control, planning, transportation, logistics, and business support system domains. Key requirements include architecture development, data management, prototyping, information support plan development, software development, and system administration. The Government will utilize an integrated architecture tool suite, standardized templates and guidelines, and an architecture review process. The evaluation will be conducted in two phases, with the first focused on technical capability for architecture development and the second on data management, enterprise engineering, past performance, and price/cost.

This procurement will be a 100% small business set-aside under NAICS 541512 - Computer Systems Design Services. The anticipated five-year IDIQ contract period will begin around August 2025, with task orders expected to start in October 2025. The final solicitation is expected to be released on or around October 31, 2024, and the Government is currently accepting industry comments on draft solicitation documents until October 11, 2024.

This presolicitation notice serves as notification to industry of the upcoming solicitation for the Enterprise Architecture, Data, and Engineering procurement, hereafter referred to as EADE. The scope of this requirement is to acquire enterprise architecture, enterprise data management, and information technology engineering services for the United States Transportation Command (USTRANSCOM) and its Transportation Component Commands (TCCs).

The scope of the architecture, data management, and engineering services includes the operational and system perspectives of Command and Control (C2), planning, transportation, logistics, and business support system domains. Informed by strategic vision documentation, the contractor will provide architecture, data management, and engineering support. Additionally, this requirement will support prototyping, information support plan development, software development, and system administration that allows Enterprise Architecture (EA) data to reside in one integrated architecture tool suite. This requirement procures an integrated enterprise architecture from the enterprise level through the solution level and across architectures.
