NUMBER OF SCI POSITIONS REQUIRED:
SCI ADDENDUM TO DD FORM 254
(1) This contract requires access to Sensitive Compartmented Information (SCI). The contractor must have a final TOP SECRET Facility Clearance (FCL) to access SCI and a designated work location accredited at the TS/SCI level prior to contract implementation. The United States Transportation Command (USTRANSCOM) Special Security Officer (SSO), acting on behalf of the USTRANSCOM J2 (Intelligence Director), is the Cognizant Security Authority (CSA) for the USTRANSCOM Sensitive Compartmented Information Facilities (SCIFs), has exclusive security responsibility for SCI and the Defense Counterintelligence & Security Agency (DCSA) retains responsibility for all collateral (non-SCI) information released or developed under the contract. The manuals, regulations and directives checked below provide the necessary guidance for physical, personnel, and information security for safeguarding SCI, and are part of the security classification specification for this contract:

XX (4) All DD Forms 254 prepared for subcontracts involving access to SCI under this contract must be forwarded to the CM for approval and then to HQ USTRANSCOM, TCJ21-SSO, and Contractor Support Element (CSE) for review and concurrence prior to award of the subcontract.
___ (5) Contractor will require passing of SCI accesses to locations required in performance of duties. The contractor will submit the request for SCI visit certifications through the CM for approval of the visit. The certification request must arrive at the Contractor Support Element at least ten (10) working days prior to the visit. Visit certification requests will be processed through the Defense Information System for Security (DISS).
XX (6) The contractor will not reproduce or release any SCI related material without prior written permission of the CM.

All contractor employees working in the USTRANSCOM buildings on Scott AFB, IL or on a USTRANSCOM contract designated for SCI work, are required to hold a Final TOP SECRET security clearance which reflects SCI-ICD 704 Eligibility, granted by the Defense Counterintelligence and Security Agency Consolidated Adjudication Services (CAS). The Facility Security Officer (FSO) or Contract Special Security Officer (CSSO) must ensure that contract personnel who have been nominated to support the referenced contract have completed actions to take an ownership or servicing role within Defense Information System for Security (DISS) under its Security Management Office Code. The FSO or CSSO is required to verify that the nominated contractor possess a final Top-Secret clearance based upon a current Single Scope Background Investigation (SSBI), Periodic Re-investigation (PR) or Phased Periodic Re-investigation (PPR). If the current investigation is out-of-scope, the FSO or CSSO must have initiated a PR or PPR and it must be reflected in DISS prior to submitting an SCI nomination.

___ (11) This contract requires a contractor SCIF be constructed and accredited for use. ***All SCIF design, pre-construction, construction, construction security, fit-out, communications, furniture, renovation, modification, accreditation, TEMPEST, operating costs, etc. will be borne by the contractor.***
___ (12) Contractor personnel are required to courier SCI material in performance of their duties.
Contractors must bring a copy of this contract and SCI Addendum to the TCJ21-SSO to obtain a courier briefing and be issued a courier card/authorization prior to couriering SCI material. Prior to transporting SCI on commercial aircraft, authorization must be obtained from the TCJ21-SSO.
All methods of transmission (e.g., email, DCS, etc.) must be exhausted prior to the hand-carrying of SCI material.
(13) Contractors who have TOP SECRET/SCI access may have unescorted access to a government facility and may be permitted to work alone inside the facility without the requirement for the presence of a U.S. Government employed representative provided PROPIN, ORCON,CNWDI, Law Enforcement Sensitive (LES) and other special program materials are secured to preclude contractor access to this material, or a non-disclosure form is signed by the contractor(s)w/ written approval of the originating agency, or if a U.S. Government employee (military or civilian) is on-site at the time. A US Government employee (military or civilian) must be on-site when contractor access to PROPIN or ORCON is possible or available.
(14) For Contractors sponsored by another agency, but are being assigned to USTRANSCOM, an Indoctrination Assist and perm cert must be sent from the sponsoring agency’s SSO Office to the USTRANSCOM SSO Office at SSO USTRAN-SSO USTRAN-1 and to the USTRANSCOM Protection Services SMO at USTC-CONT-USTC-CONT-1. If the contract is extended, a new permanent certification must be sent to both SMO codes for the duration of the contract option.
(15) Contractors must contact the USTRANSCOM SSO no later than five business days prior to departing this contract to obtain debriefing requirements and ensure required debriefing procedures are adhered to. Additionally, at contract expiration, the USTRANSCOM SSO will initiate action to debrief contractor personnel with access to this contract unless extensions or modifications to the contract are received no later than 30 days after the established completion date. The contractor must relinquish government issued credentials consisting of facility badges, Common Access Card (CAC) and Courier Cards when applicable, and any other government issued badges or system access cards upon resignation, removal from contract, termination from company, suspension or revocation of security clearance or SCI access or end of period of performance of contract. Contractor must coordinate with the CM to notify the USTRANSCOM SSO to relinquish badge(s), CAC, or courier cards upon ending contract support with USTRANSCOM and to receive SCI debriefing, resulting in the removal of SCI accesses from the command’s internal security database and DISS.
(16) The USG reserves the right to suspend or revoke SCI eligibility based upon ICD 704, Personnel Security Standards and Procedures Governing Eligibility for access to SCI and other Controlled Access Program Information, based upon violation or deviation from established administrative or security procedures by contract personnel that may result in the revocation of their security clearance, removal from the facility, denial of future entry, and possible civil or criminal proceedings. The Contractor and its employees shall cooperate fully insecurity matters, which may arise relating to this contract. Failure to do so may be interpreted as purposeful non-cooperation and may result in removal from contract, SCI access and security processing.
(17) Facility Security Officers must access DISS to ensure the contractor (s) completed SCI debrief with the USTRANSCOM SSO. If DISS reflects SCI accesses associated with the respective contract company’s Security Management Office Code, the FSO will contact the CM to advise the contractor did not properly out-process and to immediately inform the USTRANSCOM SSO to initiate administrative debrief. FSO’s will take possession of any government-issued credentials from contract personnel upon discontinuing contract support with USTRANSCOM and ensure the USTRANSCOM SSO is informed to take immediate action to facilitate deactivation & revocation of credentials and administratively debrief the contractor from SCI within DISS.
(18) Portable Electronic Devices are prohibited within USTRANSCOM SCIFs. The contractor will comply with USTRANSCOM policy and revisions regarding the use of PEDs within USTRANSCOM SCIFs. Should the contractor spaces belong to another agency (host), the contractor will comply with the host requirement. A PED is any electronic device that receives, transmits, stores, processes, records audio/visual, scans, or otherwise is capable of manipulating information in any form. PED’s include but are not limited to cellular telephones, cameras, pocket scanners, voice recorders, pagers, and computers. For any questions whether a device is authorized within a USTRANSCOM SCIF, contact the USTRANSCOM SSO. ***Note*** Medical Devices must be approved by TCCS-PR and TCJ21-SSO prior to entrance into any
