DRAFT SOLICITATION HTC71125RD002 - GOVERNMENT RESPONSES

Solicitation Document/AttachmentPage #SectionCommentContractor RecommendationGovernment Responses
FAR 52.212-1, Instructions to Offerors5Question Submission ProcessThe process for submitting questions is clear, but more interactive formats such as webinars or industry days would foster collaboration and clarify requirements.Consider offering an industry day, webinar, or interactive forum for industry to ask questions and discuss the solicitation, enhancing understanding and proposal quality. The Government intends to host a virtual pre-proposal conference on 18 November 2024. Additional information will be included in FAR 52.212-1, Instructions to Offerors, and an updated copy will be published with the RFP.
FAR 52.212-2, Evaluation4-6Phase I and Phase II EvaluationThe phased evaluation approach is well-structured, but additional details on the timeline for Phase I notifications and the level of feedback offerors will receive would increase transparency.Provide more detailed information on the timeline for Phase I feedback and whether offerors will receive high-level debriefs if not selected to move forward.FAR 52.212-1, Instructions to Offerors, will be updated to provide details on the advisory downselect process and timeline. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors45.a.i.7.Currently, the Draft RFP has the "Table of Contents of the entire proposal to include Lists of Tables, Figures, and/or Drawings" as part of the five-page Executive Summary of Volume I. As such, a table of contents will take up multiple pages and may not allow enough space for the rest of the Executive Summary. Therefore, the Government would benefit by moving the Table of Contents for the entire proposal before the Executive Summary and not be included in the page count. Thank you.Recommend removing the Table of Contents for the entire proposal from the page count and consider placing before the Executive Summary in Volume I. Thank you.FAR 52.212-1, Instructions to Offerors, will be updated to remove the Table of Contents for the entire proposal. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors64On page 6, the use of "Government-provided templates" in the submission process is vague. The Government-provided templates & attachments will be published with the RFP.
PWS33.2The "Program Management Plan" section doesn't clearly outline expectations for performance tracking.Program Management Plan should be submitted at the IDIQ level. PWS will be revsied. An updated copy will be published with the RFP.
Past Performance Information Sheet2Performance Area 2In the section explaining relevance to Performance Area 2, it's unclear what level of detail is expected in the response. An offeror can submit up to 1 page of information per Performance Area.
Past Performance Reference Sheet1Prime / Sub Name SectionClarify whether both prime and subcontractor names are required or if it’s an either/or field. The Past Performance Reference Sheet will be revised to add clarity. An updated copy will be published with the RFP.
Past Performance Reference Sheet1Date SentAdding a note about the required date format (e.g., MM/DD/YYYY) will help standardize the date entries across submissions. The Past Performance Reference Sheet will be revised to add clarity. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors126The government states, "If providing an example(s) for a subcontractor, the prime offeror shall clearly state what areas the proposed subcontractor is expected to perform in support of EADE." Can the government confirm whether this should be provided within the consent letter or a different section?Add language clarifying the subcontractor's/subcontractors' role should be described in an introductory section regardless if a reference is being provided or not; subcontractors will be supporting the requirement, so their role and capabilities are still relevant to the government. This section would be reviewed prior to past performance references and provide insight into the subcontractor.FAR 52.212-1, Instructions to Offerors Section 6(b) will be updated to clarify that this information should be present on the Subcontractor Letter of Consent. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors136Typically, certain parts of a Past Performance Questionnaire (PPQ) will be completed by an offeror before the document is forwarded over to the government POC for submission. However, both the instructions and the document itself seem to imply that the entirety of the PPQ will be completed by the government representative. Can the government confirm if this is true?Revise the PPQ to distinguish between sections "To be Completed by Offeror" and "To be Completed by Government Representative" (if applicable)PPQ will be revised to add clarity. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors95If we include a subcontractor in our proposal, is CMMI Level III certification required for both the prime and the subcontractor, or is it acceptable if only the prime holds the certification?CMMI Level III certification is only required for the prime. FAR 52.212-1, Instructions to Offerors, will be revised to add clarity on the CMMI Level III certification requirements. An updated copy will be published with the RFP.
EADE Pricing Template2LCAT DescriptionsThe description for Administration/Clerical Journeyman was not includedPlease provide the descriptionThis LCAT will be removed from the EADE Pricing Template. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors11Will the government please provide the anticipated timeframe between the solution for Phase 1 and down select notification?FAR 52.212-1, Instructions to Offerors, will be revised to provide details on the advisory downselect process and timeline. An updated copy will be published with the RFP.
PWS156.18Please indicate the tier level expected for the help desk and what the hours of operation areThe PWS will be revised to add clarity. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors9vWhat is needed as proof of the CMMI Level III Certification? There is a certificate/legal document that offerors will need to submit.FAR 52.212-1, Instructions to Offerors, will be revised to add clarity on the CMMI Level III certification requirements. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors126.bThe government states, "The offeror shall submit a maximum of six (6) past performance references"Can the government clarify how it will evaluate offerors who submit six past performance references vs those that submit less than six?FAR 52.212-1, Instructions to Offerors, will be updated to add clarity. An updated copy will be published with the RFP.
FAR 52.212-1, Instructions to Offerors126.bThe government states, "The offeror shall submit a maximum of six (6) past performance references"Is there a minimum number of past performances required? To ensure fair competition, we recommend providing a fixed number of past perormances required as opposed to a minimum and maximum.FAR 52.212-1, Instructions to Offerors, will be updated to add clarity. An updated copy will be published with the RFP.
