About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center is issuing a Request for Information to identify industry partners capable of replacing Air Route Surveillance Radar version 4 (ARSR-4) systems across multiple fixed radar sites, with responses due October 21, 2026 at 5 p.m. ET.

The RFI targets capable, reliable, and sustainable radar solutions to support enterprise modernization driven by diminishing manufacturing sources, material shortages, and escalating operations and maintenance costs. Replacement systems must be fixed-site, three-dimensional solid-state radars with a Primary Surveillance Radar (PSR) and optional Mode S Secondary Surveillance Radar (MSSR) operating in the L band. ARSR-R systems must detect and track aircraft across a coverage volume of 5 to 250 nautical miles range, 0 to 360 degrees azimuth, -7 to +30 degrees elevation, and 0 to 100,000 feet altitude, with detection probabilities of 80–99 percent depending on environmental conditions, range accuracy of 1/16 nautical mile RMS, and azimuth accuracy of 0.176 degrees RMS. Systems must maintain inherent availability of 0.99 for PSR and 0.9999 for MSSR, process 800–1600 aircraft targets, and comply with NIST SP 800-53 Rev. 5 cybersecurity controls and DoD security requirements. Integration with existing ARSR-4 antennas and ADS-B processing capability is required. The system lifecycle spans a minimum of 20 years from Government acceptance.

Responses must include two volumes: Volume I (maximum 25 pages) addressing capabilities, technical approach, and deployment strategy; Volume II (maximum 10 pages) covering rough order of magnitude cost estimates, schedule, and acquisition recommendations. Unclassified responses are submitted electronically via DoD SAFE. Respondents must notify the Contracting Officer at least five business days before submission. The applicable NAICS code is 334511 with a size standard of 1,250 employees. This is market research only; no contract results from this RFI and the Government will not reimburse response costs.
