ARSR-R System Requirements Document Summary
This document is a System Requirements Document (SRD) for the Air Route Surveillance Radar (ARSR) Replacement program, prepared by the Air Force Materiel Command and the Air Force Life Cycle Management Center. The SRD establishes functional, performance, and interface requirements for the ARSR-R system, associated subsystems, and supporting infrastructure. The system lifecycle is defined as a minimum of 20 years from Government acceptance, and the document is classified as CUI (Controlled Unclassified Information) with a distribution statement authorized to U.S. Government agencies and their contractors. The document has not yet been finalized, as evidenced by placeholder date fields for authentication and approval.
The ARSR-R will be a fixed-site, three-dimensional solid-state radar system comprising a Primary Surveillance Radar (PSR) with mandatory functionality and an optional Mode S Secondary Surveillance Radar (MSSR) that processes ATCRBS (Modes 3/A, C), Mode S, and IFF (Mode 5) replies operating in the L band. The system must detect and track aircraft targets across a coverage volume ranging from 5 to 250 nautical miles, 0 to 360 degrees azimuth, -7 to +30 degrees elevation, and 0 to 100,000 feet altitude. Key performance requirements include detection probabilities ranging from 80-99 percent depending on environmental conditions, range accuracy of 1/16 nautical mile RMS, azimuth accuracy of 0.176 degrees RMS, and volumetric update rates of 12 seconds or less. The system must operate in nominal, rain, heavy rain, heavy bird, extended terrain, and ducting environments while maintaining inherent availability of 0.99 for the PSR and 0.9999 for the MSSR. Critical operational capabilities include independent operation of PSR and MSSR subsystems upon failure, target capacity processing of 800-1600 aircraft with various distribution patterns, cooperative target detection with 97-99 percent probability, false target management with no more than 100 false reports per update interval, and comprehensive system monitoring, control, and adaptation functions. The system must interface with FAA automation systems via ASTERIX Category 048 messages and comply with environmental, safety, security, and reliability standards including NIST SP 800-53 Rev. 5 security controls, DoD cybersecurity requirements, and extensive electromagnetic and RF safety regulations.

34 Normal The DoD has directed the ESAR Program Office to replace the Air Route Surveillance Radar – Model 4 (ARSR-4). This document establishes the technical baseline for an ARSR-4 Replacement or ARSR-R. FALSE
35 Normal This System Requirements Document (SRD) establishes the functional, performance and interface requirements for the ARSR-R system, associated subsystems, and supporting infrastructure. FALSE
36 Normal The ARSR-R system lifecycle is defined as a minimum of 20 years from Government acceptance. FALSE 37 Heading 2 System Identification 2 FALSE
38 Normal The ARSR-R will be a fixed site radar. The radar will detect, identify and discriminate targets to support the Air Route Surveillance mission. FALSE
39 Heading 2 System Overview 2 FALSE
40 Normal
The ARSR-R system provides detection of aircraft targets in the clear and clutter, and utilizes state-of-the-art surveillance technologies and processing capabilities. The system will be comprised minimally of a PSR and optionally also an MSSR whose outputs will be correlated to generate the required messages to support the DoD and ATC missions. FALSE
41 Normal The ARSR-R PSR will employ an antenna that provides continuous surveillance. FALSE
42 Normal
The ARSR-R MSSR will interrogate transponder equipped aircraft and process ATC Radar Beacon System (ATCRBS) (Modes 3/A, C), Mode S, and Interrogation Friend or Foe (IFF) (Mode 5) replies. This MSSR will operate in the L band. FALSE
43 Heading 2 Introduction 2 FALSE
44 Normal
This SRD defines the ARSR-R joint capability needs of the DoD and FAA to meet their respective missions of today and for its twenty-year expected lifespan after Initial Operational Capability (IOC). This document contains the requirements for the ARSR-R, comprising a three-dimensional (3D), solid-state, unattended surveillance radar system.
A high-level description of the shortfalls being addressed by the ARSR-R are provided, followed by detailed system, functional, performance, integration, security, safety, quality management, test and evaluation, implementation and transition, and in-service support requirements. FALSE
45 Heading 3 Description 3 FALSE 46 Normal The ARSR-R will address the following surveillance shortfalls: FALSE 47 Normal · Obsolete ARSR-4 equipment and infrastructure FALSE 48 Normal · Logistics sustainment challenges FALSE 49 Heading 3 ATC Operational Concept 3 FALSE
50 Normal
The FAA Concept of Operations for the ARSR-R is based on the current ARSR-4 operational use and the Joint Planning and Development Office’s “Integrated Air Surveillance Concept of Operations” dated November 2011 which states: FALSE
51 Normal
Current air surveillance operations and infrastructure are not integrated and automated across partner agencies.
Information needed to assess the intent of an anomalous and/or suspiciously behaving aircraft is not accessible to all partners across the multitude of their systems. The inability to acquire, fuse, and analyze disparate interagency data and information feeds automatically hinders detection, identification, tracking, and monitoring operations. FALSE
52 Normal
Integrated air surveillance services must be able to detect, monitor, track, and identify all air vehicles … in and approaching the NAS. This capability will serve the purposes of air traffic management, aviation safety, air security, air defense, and law enforcement. As such, future integrated air surveillance services must meet growth in traffic demand and ensure protection from an increasing number of potential threats. FALSE
CUI
53 Normal
The current ARSR-4 Long Range Radar provides non-cooperative surveillance in key airspace in the NAS to support an integrated surveillance picture. It was developed and deployed from CY1988 to CY1997, and its service life was planned through CY2019. The ARSR-4 met surveillance mission needs at the time it was deployed. However, as potential air threats to the US and clutter environments have evolved to include new interfering sources such as windfarms, the ARSR-4 processing is insufficient to detect new target threats in the changing clutter environment.
Today, the ARSR-4 electronic RF technology, processing and memory cards, backplanes and circuits boards are obsolete and difficult to repair or source replacements which can lead to increased service outages or potential service loss in some airspace in the future. Similarly, the collocated ATCBI-6M5 cooperative beacon radar was developed and deployed from 1998 to the mid-2000s. Recent enhancements replaced Mode 4 with Mode 5 capabilities, but the underlying technologies are also over 25 years old, and the platform has sustainment challenges. FALSE
54 Normal
The concept for the future of surveillance in critical airspace is to develop and deploy an ARSR-R radar which provides improved detection performance for modern air threats in the clear and clutter, mitigates new interference sources, and utilizes state of the art surveillance technologies and processing capabilities. Key features of the ARSR-R include: FALSE
55 Normal Mitigate clutter from modern interference sources such as Windfarms, and RNSS constellations. FALSE 56 Normal Interoperate with transponder systems in the L band. FALSE 57 Normal Provide data to external networks. FALSE
58 Normal Provide cooperative surveillance to enable an integrated air picture of transponder equipped targets and non-cooperative targets. FALSE
59 Heading 2 Quantities and Location 2 FALSE 60 Normal The number of ARSR-R systems to be acquired is outside the scope of this document. FALSE 61 Heading 1 Applicable Documents 1 FALSE
