About this file
This is a Request for Information (RFI) issued by the Department of War (DoW) Air Force Life Cycle Management Center (AFLCMC) seeking industry input on replacement solutions for the aging Air Route Surveillance Radar Version 4 (ARSR-4) systems. The RFI is dated 18 September 2026 with responses due by 9 October 2026 at 17:00 EST. The Government seeks to replace ARSR-4 radars at multiple continental United States (CONUS) fixed radar sites due to diminishing manufacturing sources and material shortages (DMSMS), escalating operations and maintenance costs, and evolving modern air surveillance and interoperability demands. Respondents must submit unclassified responses electronically via DoD SAFE (https://safe.apps.mil/) and must notify the Contracting Officer and Contract Specialist at least five business days prior to the submission deadline to receive a drop-off request. Responses must be structured in two volumes: Volume I (maximum 25 pages) covering capabilities, technical approach, and deployment strategy without cost information, and Volume II (maximum 10 pages) addressing rough order of magnitude (ROM) cost estimates, schedule, and acquisition approach recommendations. The applicable NAICS code is 334511 (Search Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,250 employees.
Respondents must address specific technical requirements including physical infrastructure configuration, elevation/range/azimuth resolution and accuracy compliance, electronic attack/protection capabilities, scalability and modularity, weather detection capabilities, technology readiness level (TRL), cybersecurity compliance (NIST SP 800-53 Rev. 5), quality standards (ISO 9000/9001), integration with existing ARSR-4 Primary Surveillance Radar (PSR) and Monopulse Secondary Surveillance Radar (MSSR) antennas, and ADS-B (Automatic Dependent Surveillance-Broadcast) processing capability. Submission must also include company information, business size status, security clearance level, and identification of participation by non-traditional defense contractors, small businesses, or research institutions. The Government reserves the right to use any non-proprietary technical information in resultant solicitations and advises that all submissions become Government property. Proprietary information must be clearly marked and will be protected in accordance with applicable regulations. The RFI explicitly states this is for market research and planning purposes only—no contract will result from this RFI and the Government will not reimburse response costs.

1. INTRODUCTION
This is a Request for Information (RFI) in accordance with RFO 15.101(c). This RFI is issued to identify industry partners with capability to replace the current Air Route Surveillance Radar version 4 (ARSR-4) radars. To the maximum extent possible, please submit nonproprietary information. Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for damages related to proprietary information that is not properly identified. The Air Force reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Please be advised that all submissions become Government property and will not be returned.
Any submissions in response to this RFI constitutes consent for that submission to be reviewed by Government personnel, including Federally Funded Research and Development Center (FFRDC) Contractor employees, and Advisory & Assistance Services (A&AS) Contractor employees supporting the AFLCMC/ESA -- unless the respondent clearly objects in writing to the release of this information to Contractor employees supporting AFLCMC/ESA in a cover letter accompanying the respondent’s submission. All Government and Department of War (DoW) contractor personnel reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. Employees of these companies have standard Non-Disclosure Agreements (NDA) available to the Government contracting offices.
2. BACKGROUND
The Department of War (DoW) and the Federal Aviation Administration (FAA) jointly operate a network of long-range radar sites supporting homeland defense air surveillance and National Airspace System
CUI/SP-PROCURE
(NAS) enroute air traffic control. A foundational element of this network is the Air Route Surveillance Radar Version 4 (ARSR-4), a solid-state long-range radar fielded in the early 1990s.
While the ARSR-4 fleet has provided decades of dependable service, the system now faces substantial operational and sustainment challenges:
Diminishing Manufacturing Sources and Material Shortages (DMSMS): Widespread component obsolescence, lack of original equipment manufacturer (OEM) sources, and exhausted spare inventories create significant sustainment risks.
Escalating Operation and Maintenance (O&M) Costs: Maintaining legacy mechanical and analog electronic assemblies require increasingly complex depot-level repairs and extended maintenance actions.
Modern Air Surveillance & Interoperability Demands: Evolving civil and military aviation requirements necessitate modern digital target processing, modern Identification Friend or Foe (IFF) / Secondary Surveillance Radar (SSR) capabilities, Automatic Dependent Surveillance- Broadcast (ADS-B), secure network-centric data dissemination, and robust cybersecurity posture.
The Government is planning the Air Route Surveillance Radar Replacement (ARSR-R) program to replace ARSR-4 systems across multiple fixed radar sites. The Government is seeking information from industry regarding capable, reliable, and sustainable radar solutions to support this long-term enterprise modernization.
3. OVERVIEW
The primary objectives of this RFI are to:
Assess Industry Capability: Identify capable industry partners with proven technical maturity to provide modern long-range surveillance radar solutions to replace aging ARSR-4 systems across multiple continental United States (CONUS) fixed radar sites.
Understand Technical & Architectural Solutions: Gather information on available commercial, non-developmental, or modern radar architectures capable of fulfilling joint long-range primary and secondary surveillance missions.
Evaluate Multi-Site Deployment Feasibility: Solicit industry perspectives on production capacity, civil/infrastructure adaptation at existing radar facilities, transition strategies that minimize operational downtime, and realistic fielding timelines.
Inform Acquisition Strategy: Collect feedback on potential acquisition pathways, contract types, data rights approaches, and Rough Order of Magnitude (ROM) cost estimates.
4. REQUIREMENTS
Refer to Attachment 1, Air Route Surveillance Radar – Replacement System Requirements Document
(ARSR-R SRD).
