About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground, acting on behalf of the Joint Project Manager for Chemical, Biological, Radiological and Nuclear (CBRN) Sensors, seeks offers for the design, test, and delivery of a replacement Shipboard Power Pack (SPP), an Uninterruptible Power Supply (UPS) that provides conditioned 115 VAC and 24 VDC power with battery backup to the Enhanced Maritime Biological Detection (EMBD) system supporting the United States Navy. The SPP must deliver 250 watts of conditioned 24 VDC and 1,250 kW of conditioned AC output with pure sinewave AC output, low-noise DC output, low harmonic distortion with near-unity power factors, and protection against surges, spikes, and transients. Key requirements include compliance with specifications EA-E-2450 (SPP Performance Specification) and 10080053F (Interface Control Document), IPC Class 3 standards for soldering and assemblies, ISO 9001 quality systems compliance, CMMC Level 1 cybersecurity certification, and completion within twelve months of award. Proposals will be evaluated using a best-value trade-off analysis with technical factors (approach to design and analysis, testing and quality, program management) weighted significantly more heavily than cost, requiring a minimum rating of "Meet" on technical factors and "Acceptable" on past performance to be eligible for award. The deadline for questions is February 24, 2026 at 5:00 PM EST, the deadline for requests for controlled technical documents is February 17, 2026 at 5:00 PM EST, and proposals are due by March 9, 2026 at 12:00 PM EST.

This solicitation is designated as a Total Small Business Set Aside under NAICS Code 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) and PSC 5999 (Miscellaneous Electrical and Electronic Components). The current Shipboard Power Pack is identified by National Stock Number 6665-01-565-7438, and the government will furnish one current SPP unit and an isolation mount as government-furnished property. The contractor must deliver three test units within 150 calendar days of contract award, with options to purchase up to twenty production units in two options of ten units each, deliverable ninety days after each option is exercised; the price schedule reflects a total proposed amount of $7,940.00 for cost-reimbursable on-site support and travel, with all other contract line items at zero dollars pending contractor pricing. On-site EMBD compatibility testing and support must occur in Norfolk, Virginia, with all hardware delivered to Norfolk Naval Station Building X-132, and the contractor must provide a one-year commercial warranty commencing upon government acceptance.
