Access to Controlled Technical Documents: Due to the controlled nature of these documents, offerors must request them by following the procedure below. It is the offeror's responsibility to request these documents in a timely manner to ensure they have adequate time to prepare a complete proposal.

Deadline for Document Requests: All requests for controlled documents, including the required verification items listed below, must be submitted via email to the Contract Specialist no later than 5:00 p.m. EST on February 16, 2026.

Required Verification Items: To receive the documents, offerors must provide the following evidence of security compliance with their request:

• Joint Certification Program (JCP) Certification: A current JCP certification.

• NIST SP 800-171 Assessment: Evidence of a current assessment (within the last 3 years) submitted to the Supplier Performance Risk System (SPRS).

• CMMC Level 2: A completed Cybersecurity Maturity Model Certification (CMMC)

Level 2 (Self) assessment.

Distribution: Upon successful verification of an offeror's compliance, the Government will distribute the controlled documents using the DoD SAFE file exchange service. The Government will make every effort to distribute the documents within 2-3 business days of receiving a complete and accurate request package.

Offerors are advised that a proposal submitted without having reviewed these controlled documents is unlikely to meet the Government’s requirements and may be found technically unacceptable.

Subcontractor Flowdown: Prime contractors are responsible for ensuring their subcontractors also adhere to these access limitations and data handling requirements when sharing of data is required.

3.2 Proposal Content:

The Government assumes each proposal represents the Offeror's best effort. Any inconsistencies between technical performance and cost/price must be explained.

Proposals must include the three (3) volumes listed below, which should be written to directly address the evaluation factors. In addition to these volumes, offerors must submit a Property Management Plan as a separate file.

Volume I: Technical Proposal The Offeror shall address the technical approach and provide information to substantiate the following:

Technical Approach to Design and Analysis: The offeror shall describe its technical approach for designing, developing, and analyzing the Shipboard Power Pack (SPP). The proposal must detail the candidate product and demonstrate how it will, at a minimum, meet all requirements of the PWS and referenced PSPECs. To demonstrate an exceptional approach, offerors should also highlight any specific features, methodologies, or benefits that exceed the baseline requirements, such as superior reliability, enhanced performance, or an accelerated delivery timeline.

Testing and Quality: The offeror shall describe in detail their plan for testing, verification, and quality assurance.

Program Management: The offeror shall describe their plan for managing the program to ensure successful and timely execution to include a master schedule which illustrates the proposed plan to implement the requirements of the PWS and PSPEC.

The Technical Proposal shall not exceed 10 pages.

Volume II: Past Performance The Offeror shall submit up to three (3) recent and relevant contract references for the prime and one (1) reference for each major subcontractor.

"Recent" is defined as performance occurring within three (3) years of this RFQ's issuance.

"Relevant" is defined as experience with power pack production or efforts of similar scope and complexity.

For each contract reference, the Offeror shall provide a narrative explaining how the effort is relevant to this PWS. The narrative must describe the scope of work performed, the outcomes, and how the technical challenges, schedule adherence, and cost controls relate to the requirements for SPP production.

The Government may utilize past performance information from other sources than those identified by the Contractor including, but not limited to the Contractor Performance Assessment Reporting System (CPARS).

The Past Performance volume shall not exceed 5 pages.

Volume III: Cost/Price Proposal Offerors shall use the price template provided as Attachment 2- Price Schedule to prepare their price proposals. The Offeror may add rows, columns, or worksheets to accommodate the required pricing information. While there is no page limit for the Price Proposal, the Offeror must provide the necessary detailed and supporting information to address the solicitation requirements and to allow a complete analysis of each line-item price.

Contractor Travel. The Contractor may be required to travel for on-site support during performance of this contract. For proposal purposes the contractor shall assume the plug-in numbers provided in the Price Schedule, Line Item 0005.

Property Management Plan (Separate File): As a separate file, the Offeror shall provide a Property Management Plan (PMP) demonstrating its capabilities and approach to managing government property in accordance with FAR 45.201(c)(4). This plan is not subject to a page limit.

4. Evaluation Criteria:

The Government will first review all proposals to ensure compliance with the submission requirements. This includes a review of the submitted Property Management Plan (PMP). A proposal that fails to provide a PMP, or provides one that is found to be inadequate to meet the requirements of FAR 45.201(c)(4), may be deemed non-responsive and eliminated from further consideration.

For proposals that are deemed responsive, the Government will award a contract to the Offeror whose proposal represents the best value to the Government. This means the Government will consider both price and non-price factors. To be considered for award, a proposal must first receive a rating of "Acceptable" for the Past Performance factor and a rating of no less than "Meet" for the Technical factor.

For proposals that meet these minimum requirements, the Government will perform a best-value trade-off analysis. The evaluation factors are listed below in descending order of importance:

1. Technical

2. Past Performance

3. Cost/Price

The Technical factor is significantly more important than the Cost/Price factor. The Government may award to a higher-priced proposal if the Contracting Officer determines that its technical superiority provides a benefit that is worth the additional cost. Conversely, an award will not be made for a higher-rated technical proposal if the price premium is not justified by the added benefit.

A rating of “Unacceptable” (as defined in Tables 1 & 2) on any non-cost/price factor will immediately disqualify a proposal from further consideration. A Cost/Price Evaluation will only be conducted for proposals that are eligible for award.

Factor 1: Technical

The Government will evaluate whether the Offeror’s technical proposal is acceptable to meet or exceed the requirements in accordance with Table-1 below:

Table-1 Technical Rating Definition

Rating Definition Exceed Proposal demonstrates an exceptional approach and strong understanding of the requirement.

Meet Proposal demonstrates at least an adequate approach and understanding of the requirement.

Unacceptable Proposal does not demonstrate an adequate approach or understanding of the requirement.

Technical Approach to Design and Analysis. The Government will evaluate the extent to which the offeror approach meets or exceeds the requirement to designing, developing, and analyzing the Shipboard Power Pack (SPP) in accordance with the PWS.

Testing and Quality: The Government will evaluate the extent to which the offeror approach meets or exceeds the plan for testing, verification, and quality assurance.

Program Management: The Government will evaluate the extent to which the offeror approach meets or exceeds the requirements for managing the program to ensure successful and timely execution, including schedule.

Factor 2: Past Performance The Government will evaluate the Contractors Past Performance on an “Acceptable” or “Unacceptable” basis as described in the Table 2- below. Past Performance is a threshold requirement: Proposals must have an "Acceptable" rating for Past Performance to be considered further.

Table-2 Past Performance Rating Acceptable Based on the Contractor's Performance record, the Government has a reasonable expectation that the Contractor will successfully perform the required effort.

Unacceptable Based on the Contractor's Performance record, the Government does not have a reasonable expectation that the Contractor will be able to successfully perform the required effort.

Note: In the case of Contractor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Contractor may not be evaluated favorably or unfavorably on past performance. Therefore, the Contractor shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “neutral.

Factor 3: Cost/Price The Cost/Price proposal will be evaluated for Completeness and Reasonableness.

• Completeness: The Government will verify your cost/price proposal is complete and supported with adequate data.

• Fair and Reasonable Pricing: The Cost/Price Factor will be evaluated for fairness and reasonableness on competitive quotations or offers.

The Government may use other available information to validate pricing.
