About this opportunity
The Department of Defense's Joint Project Manager for Chemical, Biological, Radiological and Nuclear (CBRN) Sensors is seeking a replacement Shipboard Power Pack (SPP) for the Enhanced Maritime Biological Detection (EMBD) system that supports the United States Navy. The SPP is an Uninterruptible Power Supply (UPS) that must deliver clean, conditioned 115 VAC and 24 VDC power, specifically providing 250 watts of conditioned 24 VDC and 1,250 kW of conditioned AC output power with high-quality characteristics including pure sinewave AC output and low noise DC output. The replacement unit must exactly match the existing SPP's physical dimensions, mounting configuration, connector layouts, and pinout configurations, weighing 112 pounds and maintaining direct compatibility with the EMBD system. This Request for Information (RFI) is being managed by the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground for market research purposes. The response deadline for this pre-solicitation notice is September 3, 2025, with the government addressing industry questions through an attached document that has been updated as recently as August 20, 2025.
This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The government has not identified any current incumbents or contractors in the available documentation, though they are seeking a replacement for an existing SPP system currently in use with the EMBD program. No specific award values or budget ranges have been disclosed in this pre-solicitation phase, as this RFI appears focused on gathering market intelligence and assessing industry capabilities. The procurement falls under NAICS code 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) and PSC code 5999 (Miscellaneous Electrical and Electronic Components), indicating the specialized nature of the power supply equipment required. The government has emphasized that any proposed solution must meet extremely specific technical parameters with no deviation from the form, fit, and function requirements of the current system.

The Joint Project Manager (JPM) for Chemical, Biological, Radiological and Nuclear (CBRN) Sensors, under the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) within the Department of Defense (DoD), is responsible for development, production and fielding of CBRN detection and identification systems. The Joint Product Director for Biological Detection Systems (JPdM-BDS) is in need of a replacement for its current Shipboard Power Pack (SPP) for the Enhanced Maritime Biological Detection (EMBD) system. The SPP is an Uninterruptible Power Supply (UPS) that provides condition power and battery backup to the EMBD system, supporting the United States Navy.
EMBD is seeking a replacement for its current Shipboard Power Pack (SPP). The SPP is an Uninterruptible Power Supply (UPS) that provides condition power and battery backup to the EMBD system. The SPP delivers clean, conditioned 115 VAC and 24 VDC power. The dual output UPS supplies 250 watts of conditioned 24 VDC and 1,250 kW of conditioned AC output power. The outputs of the SPP provide high quality power with a pure sinewave AC output suitable for powering nonlinear loads with a high crest factor requirement and low noise DC output suitable for powering critical electronic loads. The SPP has a low harmonic distortion and near-unity power factor. The SPP conditions input power, blocking surges, spikes and transients from the input sources while maintaining reliable and stable outputs to sensitive equipment.
Please see the attached full request for information for additional information and specifications of the requirement.
The Government will address questions as they are submitted via the "Government Responses to Industry Questions" attachment.
